Aizawl: The Excise and Narcotics Department has formally launched the 'Red Card' permit scheme, allowing residents of the dry state to legally possess and consume alcohol if it is deemed medically necessary.

Authorities have invited applications from individuals whose health conditions require alcohol consumption as part of treatment. However, officials said no applications had been received in the first few days after the scheme's rollout.

The move represents one of the few legal pathways for alcohol consumption in Mizoram, where strict liquor regulations remain in place.

Multi-layer verification to prevent misuse

Officials have made it clear that the scheme is not intended to create a loophole in the state's prohibition framework.

Applicants must first submit a prescription from a registered doctor certifying that alcohol is medically required. That recommendation will then undergo scrutiny by the concerned district medical superintendent before any final approval is granted.

Only applicants who successfully clear all stages of verification will receive the permit.

The government says the process has been deliberately designed to ensure that only genuine medical cases qualify.

Annual permit with strict limits

The Red Card permit will be valid for one year and carry an annual fee of ₹5,000.

Permit holders will only be allowed to purchase liquor in quantities specifically prescribed by their doctors. Any consumption beyond the approved amount would violate the permit conditions.

Officials say the restrictions are intended to balance medical needs with the state's broader policy of controlling alcohol consumption.

In an unusual feature of the scheme, authorised cardholders will be able to purchase liquor from a designated outlet operated by the Excise Department in Aizawl. The store will sell alcohol that has been seized by enforcement agencies and later cleared by courts for disposal.

According to officials, these products will be available at prices up to 75 per cent lower than prevailing market rates.

Balancing prohibition and medical necessity

Mizoram remains one of India's states with stringent controls on alcohol. The Red Card system reflects an attempt to accommodate exceptional medical circumstances without relaxing the state's overall prohibition policy.

By introducing medical certification, administrative verification and purchase restrictions, the government hopes to ensure that access remains limited to those with legitimate health-related requirements.

While Mizoram's new Red Card scheme creates a legal route for alcohol consumption on medical grounds, authorities have emphasised that approvals will be rare and closely monitored. The policy seeks to strike a balance between public health regulations and the needs of patients whose treatment may require limited alcohol consumption.
