The Jammu and Kashmir elections 2024 results showed up a significant increase in the number of 'None Of The Above' or NOTA voters.

While during the 2014 Jammu and Kashmir assembly elections 49,129 NOTA votes were registered, the number jumped significantly during the 2024 elections with 81,512 NOTA votes being cast. The break-up of the NOTA votes between Kashmir and Jammu is awaited.

What is NOTA?

NOTA (None of the Above) is an option available in electronic voting machines for voters who do not wish to support any of the candidates. It allows them to exercise their right to reject candidates without compromising the secrecy of their vote.

When was NOTA first used?

NOTA was first introduced following a landmark Supreme Court judgment in the People's Union for Civil Liberties vs Union of India case. On September 27, 2013, the Supreme Court directed the Election Commission to provide a NOTA option in electronic voting machines, allowing voters to reject all candidates. The ruling established that voters have the right to register a 'None of the Above' vote in elections.

NOTA was first used in the 2013 Assembly elections in five states: Chhattisgarh, Mizoram, Rajasthan, Delhi, and Madhya Pradesh. It was later incorporated in the 2014 General Elections. Before NOTA, voters who wanted to reject all candidates had to file form 49-O at polling stations, a process that compromised the secrecy of their vote.

While NOTA has not dramatically altered electoral outcomes in India, it serves an important purpose by allowing dissatisfied voters to participate in the electoral process. It ensures that those who do not support any candidate still have the opportunity to vote and express their discontent.
