Delhi Police and UP ATS have uncovered an alleged ISI-linked terror conspiracy targeting a historic Delhi temple, a crowded highway dhaba, and a military camp in Haryana. Investigators say social media was used to build sleeper cells and coordinate reconnaissance for planned attacks.

Pakistan’s intelligence agency, the Inter-Services Intelligence (ISI), allegedly planned coordinated attacks on a historic temple in Delhi, a crowded dhaba on the Delhi-Sonipat highway, and a military camp in Haryana through operatives linked to the Shahzad Bhatti module, according to sources quoted by PTI.
The revelations reportedly surfaced during the interrogation of nine suspected operatives arrested by the Delhi Police Special Cell under its ‘Gang Bust Operation 2.0’. The accused were picked up from multiple states as part of a wider crackdown on terror-linked sleeper networks allegedly operating under instructions from Pakistan-based handlers.
Investigators claimed that one of the accused had conducted reconnaissance at a historic temple in Delhi and shared photographs of the premises with handlers in Pakistan through social media platforms. Officials suspect the module intended to target police and paramilitary personnel deployed at the temple and open fire to trigger panic among devotees and security forces.
Sources further revealed that the operatives were allegedly assigned to carry out a grenade attack on a popular dhaba situated along the busy Delhi-Sonipat highway. The eatery reportedly witnesses heavy footfall daily, and investigators believe the planned attack aimed to inflict maximum casualties and widespread disruption.
Authorities also found that a military camp in Hisar, Haryana, had allegedly been surveyed by members of the module.
Videos and visual details of the camp were reportedly sent across the border to Pakistan-based handlers. Some police stations in Uttar Pradesh were also said to be on the target list.
The developments come a day after the Uttar Pradesh Anti-Terrorism Squad (ATS) arrested two suspects allegedly linked to a Pakistan-backed terror network.
The accused, identified as Daniyal Ashraf from Barabanki and Krishna Mishra from Gorakhpur, were reportedly connected to the ISI and Pakistan-based gangster Shahzad Bhatti.
Officials said social media platforms were being extensively used to radicalise and recruit youth into sleeper cells. Sensitive institutions, security establishments, and police infrastructure were allegedly among the intended targets.
Earlier on April 24, the UP ATS had arrested two more suspects, Tushar Chauhan alias Hizbullah Ali Khan and Samir Khan, who were allegedly working under the direction of Pakistan-based handlers. Authorities recovered a pistol, live ammunition, and a knife from the duo during the operation.
