New Delhi: India Post will retire several international letter mail services, including the popular Registered Small Packet option for goods, starting Jan. 1, 2026, as part of a sweeping modernisation of its global logistics network.

The Department of Posts announced Tuesday that the changes are designed to align with Universal Postal Union (UPU) standards and address critical shortcomings in older service tiers, such as a lack of tracking, slow delivery times, and rising security demands from foreign customs agencies.

The changes

Beginning Wednesday, the "Registered Small Packet" category will be restricted exclusively to documents. Additionally, the department will eliminate all outward small packet services for merchandise sent via sea, air, or Surface Air Lifted (SAL) modes. The Surface Letter Mail and SAL Letter Mail services for international outbound items will also be phased out.

"This rationalisation is a positive step towards improving service quality and not to affect options for exporters or customers," the department stated in an official release.

Post-overhaul, traditional registration will remain available for document-only shipments under the following categories:

  • Letters and Postcards
  • Printed Papers and Aerogrammes
  • M-bags (bulk printed matter)
  • Blind Literature

Special UPU provisions for "Blind Literature" remain intact, meaning items sent by or for visually impaired individuals continue to be exempt from postal charges, except for applicable air surcharges.

To replace the outgoing services, the government is urging exporters, small businesses (MSMEs), and individual shippers to transition to the International Tracked Packet Service (ITPS).

"Customers are encouraged to use the International Tracked Packet Service (ITPS) and other international parcel services, which provide end-to-end tracking and visibility, faster and more reliable delivery, better compliance with customs and adherence to security norms," the department noted.

The ITPS is positioned as a competitive alternative for the e-commerce sector, offering transparent pricing and better digital integration. The move coincides with a broader domestic upgrade starting Jan. 1, which introduces guaranteed 24-hour and 48-hour delivery for Speed Post within India.
