The government has fully operationalised India’s four labour codes after notifying the final rules, completing a major overhaul of 29 existing labour laws.
The Centre has fully implemented the four labour codes by publishing the required rules in the official gazette, completing the final stage of a long-awaited labour reform process. These codes aim to simplify and modernise India’s labour law framework by replacing 29 older laws with a unified structure.

These laws were designed to bring uniformity, simplify compliance, and strengthen worker protections across sectors.
The labour codes aim to improve both worker welfare and business efficiency. They are expected to enhance ease of doing business while also ensuring stronger protections for employees, including minimum wage guarantees, social security coverage, and workplace safety standards.
The new framework introduces several major provisions, including mandatory appointment letters for workers, free health check-ups for employees aged 40 and above, equal pay and opportunity for women, and structured social security coverage. A National Reskilling Fund has also been proposed to support workers who lose jobs and need retraining.
How will working hours change?
The rules cap weekly working hours at 48 hours and ensure that employees receive at least one weekly rest day. Overtime work must be compensated, reinforcing regulated work conditions and preventing excessive working hours.
Although the labour codes became law in November 2025, full implementation required detailed rules and state-level coordination. Draft rules were released for stakeholder feedback before final notification, completing the legal process needed to enforce the reforms nationwide.
With the rules now in place, the labour codes mark a major shift in India’s employment framework. The focus now moves to implementation across states, aiming to create a more streamlined, worker-friendly, and business-efficient labour ecosystem.
