The INDIA bloc on Tuesday released its detailed election manifesto titled ‘Tejashwi Pratigya Pran’ for the Bihar 2025 Assembly polls, promising sweeping reforms across employment, welfare, education, healthcare, law enforcement, and rural development.

The manifesto, encompassing 25 major promises, signals the alliance’s commitment to transform Bihar into a model state, with a focus on job creation, women’s empowerment, social justice, and investment in infrastructure.

Employment and Economic Development

  • The bloc promises to enact a law within 20 days of government formation to provide one government job to at least one member of every family, with implementation within 20 months.
  • All contractual workers and Jeevika self-help group workers (known as Jeevika Didis) will be regularised and given government employee status with a fixed salary of ₹30,000 per month.
  • Development of IT parks, SEZs, agro-based and food processing industries, healthcare, logistics corridors, and five new expressways will boost industrial growth and regional connectivity.

Women’s Welfare and Social Security

  • The ‘Mai-Behin Maan Yojana’ will give women ₹2,500 monthly starting December 1, amounting to ₹30,000 annually over five years.
  • Free healthcare coverage up to ₹25 lakh per person, monthly social security pensions for widows and senior citizens, and ₹3,000 monthly pensions for persons with disabilities are assured.
  • Women’s education is prioritised with plans to open new girls’ colleges and provide free coaching and hostels.

Education and Youth Empowerment

  • The manifesto promises the abolition of competitive examination fees and free travel for examinees.
  • Establishment of new degree colleges in underserved areas and emphasis on skill development centres across districts.

Healthcare and Rural Development

  • District hospitals and primary health centres will be upgraded with better infrastructure and supply chain management.
  • Farmers will benefit from assured minimum support prices (MSP), loan waivers for small and marginal farmers, free irrigation power, and revival of agricultural markets (mandis).

Social Justice and Law Enforcement

  • The Old Pension Scheme (OPS) for government employees will be restored.
  • Expanded reservations for backward classes, tribals, and minorities, with implementation of caste census and welfare measures.
  • A zero-tolerance policy toward corruption and crime with provisions for sensitised policing and fast-track courts for women’s safety.
  • The coalition pledges to scrap the controversial Waqf Amendment Bill and review prohibition laws, promising to lift bans on traditional toddy and mahua-based livelihoods.

Other Key Promises

  • Farmers will get protection through crop insurance schemes, better procurement prices, and modernised APMC regulations.
  • Infrastructure projects include the expansion of Patna Metro, the creation of smart cities, 24x7 electricity supply, clean drinking water initiatives, and digital governance reforms.
  • Labour census to document migrant workers and ensure their welfare and access to government schemes.

The INDIA bloc’s manifesto release marks a comprehensive policy platform ahead of the November 6 and 11 polling phases. The alliance aims to address deep-rooted challenges in Bihar with a blend of populist welfare promises and structural development plans, setting the stage for a closely contested election against the ruling NDA coalition.
