As the Union Budget 2026 approaches, farmers and rice millers in Bihar’s Kaimur district are voicing deep concern over mounting losses, warning that inadequate pricing has pushed one of the state’s key agricultural regions into distress.
Known as the rice bowl of Bihar, Kaimur is among the largest rice-producing districts in the state. Yet, farmers say the prices they receive for paddy are far from fair and fail to match rising input costs, including seeds, fertilisers and labour.

Rice millers in the district say the situation is equally grim. Milling charges, they claim, have remained stagnant for years and barely cover basic operational expenses. Many mill owners are now looking to the Centre for relief, hoping the Union Budget will announce corrective measures for both cultivators and processors.
However, not everyone is optimistic. Several farmers and millers express frustration and scepticism, saying repeated budget announcements have done little to ease their financial strain.
Kaimur is also home to the prized Gobind Bhog rice, a variety known for its rich aroma and taste and revered as a sacred offering in temples across India. Despite its cultural and market value, producers say they do not receive prices that reflect its premium status.
Rice millers point out that each unit provides employment and support to nearly 50 families. They argue that focused government schemes and revised rates for paddy procurement and milling could help sustain livelihoods across the region.
