New Delhi: Elon Musk’s satellite-based internet venture Starlink has taken a key step toward launching in India by securing a Letter of Intent (LoI) from the Department of Telecommunications (DoT). Earlier this year, the DoT introduced 29 new stipulations for both existing and prospective satcom operators. These include mandatory interception and monitoring capabilities, the establishment of local data centres, location-tracking for user terminals and other localisation requirements.
With the LoI in hand, Starlink must now obtain clearance from the Indian National Space Promotion and Authorisation Centre (IN-SPACe). Sources indicate that the company has already submitted the requisite documentation and is awaiting spectrum allocation to commence its services.
Last month, Commerce and Industry Minister Piyush Goyal met with Starlink executives to discuss the company’s investment strategy and technological priorities in India. “Met a delegation from Starlink, comprising Vice President Chad Gibbs & Senior Director, Ryan Goodnight. Discussions covered Starlink’s cutting-edge technology platform, their existing partnerships and future investment plans in India,” Goyal had posted on X.
Interest in satellite internet is mounting among India’s major telecom players. Bharti Airtel has reportedly engaged with Starlink on a potential partnership, and Vodafone Idea has also signalled discussions to integrate satellite services into its offerings. Union Telecom Minister Jyotiraditya Scindia has underscored the importance of satellite broadband, particularly to bolster connectivity in rural regions.
Owned by Musk’s SpaceX, Starlink aims to deliver high-speed internet across the globe via a vast constellation of low-Earth-orbit satellites. SpaceX itself holds the distinction of being the first commercial entity to ferry astronauts to and from the International Space Station and to execute an entirely civilian orbital mission.
Elon Musk is expected to visit India later this year, with discussions likely to cover Starlink’s roadmap for entering one of the world’s largest and fastest-growing internet markets.
