The Office of the Commissioner for Entrance Examinations (CEE), Kerala, Thiruvananthapuram, has reopened the facility for Option Registration for the third phase allotment to PG Medical Courses-2025, Kerala.

Fresh option registration is compulsory for participating in the third phase. Options registered in the previous phases will not be considered for allotment in the 3rd phase.

The list of vacant seats is published at www.cee.kerala.gov.in. Candidates may register options for any seats they wish to join if allotted, irrespective of the vacancy status notified, as any vacancy that may arise during the counselling will also be filled based on these options. As applicable category conversions of seats will take place in the third phase allotment, candidates, while registering options, may take into account those probable vacancies that may arise due to the applicable category conversions also. The additional seats sanctioned and the resultant incremental seat matrix approved by the government are also included for allotment in this phase.

Those who have not registered options in Phase I/Phase II; those who got allotment in Phase 1/Phase 2 and did not take admission; and those who have vacated the joined seats have to pay the option registration fee for fresh registration. The option registration fee will be the amount equal to the annual tuition fee if Government Medical Colleges (including the RCC) only are opted for or an amount of Rs.1,00,000/- if Self Financing Colleges are to be opted. For SC/ST/OE/other candidates who are eligible for fee concession, the registration fee for government/private medical college seats will be half these amounts respectively. The registration fee paid will be refunded to eligible candidates after end of counseling while for those who do not join the seat allotted, it will be treated as penalty and will not be refunded.

All eligible candidates included in the Kerala State Merit list published vide notification dated 05.11.2025 and who have applied afresh for admission to PG Medical courses vide notification dated 14.01.2026 can register options online at www.cee.kerala.gov.in. However, options of newly registered candidates will be considered, only if they are included in the revised Final Kerala State Merit/Category List to be published by CEE. In-service candidates, if any, among freshly registered candidates, can register In-service-quota options, only after the confirmation of their eligibility for the respective In-service quotas by the Director of Medical Education.

Candidates who have already registered options for third round allotment as per CEE office notification dated 03.01.2026 can add/delete/rearrange options if they wish to do so. Option registration ends at 4 pm on 05.02.2026. Provisional Allotment (subject to availability of MCC Ineligible list) will be announced on 06.02.2026. Final Allotment will be published on 07.02.2026. Those allotted have to join the allotted colleges after paying the fees/balance fee (if applicable) as shown in the allotment memo, during 09.02.2026 and 4 pm on 13.02.2026. If any candidate does not join the seat allotted in phase 3, the option registration fee will be forfeited and such candidates cannot participate in further allotments. If a candidate freshly registers in phase 3 and is not allotted any seat, he/she is eligible to participate in stray vacancy round. Those getting allotment in phase 3 will not have any claim on seat allotted earlier. Those getting allotment in phase 3 will not be eligible to participate in stray vacancy allotment, irrespective of the admission status at that time. Those who are included in the list of ineligible candidates shared by the MCC after third round AIQ allotment will not be considered for the third phase allotment. Those who vacate the seat after 2 pm on 05.02.2026 will not be eligible to participate in the 3rd phase allotment and further rounds (options, if any, registered by them for the third phase allotment will be cancelled). This will be the cut-off date for relinquishing admission by forfeiting option registration fee, without incurring further penalty.

Penalty Conditions in Third Phase Allotment: A candidate allotted a seat in the 3rd phase or afterwards, of the State counselling, will be ineligible to participate in any further phases of the state counselling. The list of candidates admitted as on the last date of admission in the third phase will be forwarded to MCC as the list of candidate’s ineligible to participate in any further rounds of All India or State counselling. Those who vacate allotted seat, after cut-off date/time (2 pm on 05.02.2026,) will not be considered for further rounds of counselling. Action for imposition of penalty will be initiated against such candidates as per Prospectus conditions. This condition is applicable to all those who get admitted in a college based on an allotment in any of the phases (before or after the cut-off date) but the quitting of the seat takes place after the cut-off date.

Stray Vacancy Filling Phase: After 3rd Phase allotment, if any vacancies exist or arise, those vacancies will be filled through Stray vacancy allotment. There will be fresh option registration for Stray Vacancy filling phase. The net vacant seats due to un-allotted/TC/non joining of the third phase will be published. If vacancies exist even after an initial stray vacancy allotment and if there is sufficient time before the cut-off date for admissions prescribed by National Medical Commission, additional stray vacancy allotments may be conducted based on the options registered for the Stray vacancy filling round. If any candidate vacates a seat joined in Stray vacancy allotment or vacates a joined seat (joined in any of the previous phases also) after Stray vacancy allotment process, he/she will be liable to pay liquidated damages as per clause 10.1.19 (4) of the Prospectus. Not joining the seat allotted in the stray vacancy allotment will be treated as equivalent to quitting the seat after joining, in so far as applicability of the penalty/liquidated damages clauses are concerned.
