Longview: The implosion of an industrial chemical storage tank at a pulp and paper mill in western Washington state on Tuesday resulted in at least one fatality, while nine other individuals remain unaccounted for, municipal authorities reported.

Emergency response personnel continued recovery operations at the Nippon Dynawave Packaging Co. facility in Longview, according to a statement released by the Longview Fire Department.

During a subsequent press conference, Cowlitz Fire and Rescue Chief Scott Goldstein stated that the exact number of fatalities remained unconfirmed. When questioned regarding the total number of missing personnel, Goldstein demurred.

"We have information on that, but we are not releasing that information," Goldstein said.

Among the injured was an emergency responder. Officials disclosed that several victims sustained thermal burns or smoke inhalation injuries, with the severity ranging from minor to critical. Authorities emphasised that the incident posed no immediate threat to the general public.

The official directive, distributed more than four hours after the 7:15 a.m. structural failure, indicated that tactical units were persisting with recovery efforts. Officials added that no identifying information regarding the casualties would be disclosed until immediate relatives could be notified.

A group of individuals gathered near the facility's visitor entrance on Tuesday afternoon, seeking information regarding family members employed at the plant. The citizens declined to provide statements to an Associated Press reporter.

Industrial Context and Community Impact

The Nippon Dynawave Packaging Co. complex operates as an integrated pulp, paper, and liquid packaging plant situated along the Columbia River in Longview, a municipality of approximately 38,000 residents. The city has maintained an economic relationship with the lumber and paper manufacturing sectors since its establishment in the 1920s by a Missouri-based timber executive.

The facility, which retains a workforce of roughly 1,000 employees, manufactures foundational materials utilised in the production of tissues, commercial printing paper, cups, plates, and cardboard cartons. The complex is situated within a dedicated industrial corridor shared by adjacent timber, paper, and chemical enterprises, remaining integral to the regional economy.

"The people who are responders here have friends and relatives that work on site," Goldstein observed. "It is something that is impactful, and we have support networks to support the workers as well as the emergency responders."

Technical Data and Environmental Response

The 80,000-gallon (3,03,000-litre) tank that suffered the structural implosion was filled to approximately 60 per cent capacity at the time of the failure, Goldstein said. The vessel contained a chemical mixture designated in the industry as "white liquor," a highly corrosive alkaline solution consisting primarily of sodium hydroxide and sodium sulfide. The substance is utilised in the chemical pulping process to dissolve wood chips into kraft pulp, a durable material essential for manufacturing packaging materials and heavy paper shopping bags.

Goldstein noted that it was premature to ascertain the definitive mechanical or operational cause of the implosion.

In a written statement, U.S. Sen. Patty Murray, D-Wash., characterised the industrial disaster as an "absolute tragedy."

"My heart is with everyone who lost a loved one today -- as well as the injured workers," Murray said.

Mike Gorsuch, a battalion chief with the Longview Fire Department, characterised the location as a "mass casualty scene." He indicated that initial response teams executed chemical decontamination protocols on patients prior to transporting them to medical facilities in Longview and Vancouver, Washington.

Approximately 40 firefighters and paramedics deployed to the site alongside a regional hazardous materials unit, Gorsuch added.

Following the containment failure, the corrosive white liquor entered a localised drainage ditch, according to Brittny Goodsell, a spokesperson for the Washington State Department of Ecology. The regulatory agency dispatched an environmental assessment team to evaluate the ecological impact on the surrounding area.

The industrial accident occurred concurrently with an ongoing hazardous materials emergency in another region of the country, as thousands of residents in Southern California remained displaced from their homes on Tuesday due to a compromised chemical tank at an aerospace manufacturing facility.

According to a research paper published in late 2023 by a coalition of environmental justice organisations, slightly more than 40 fatalities were recorded in the United States as a direct result of hazardous industrial chemical accidents between January 2021 and mid-October 2023.
