India-based Essar Group is behind a $15-billion Iowa steel project unveiled by Donald Trump, with production targeted to begin by 2030.

US President Donald Trump has unveiled plans for a $15-billion steel plant in Iowa backed by India-based conglomerate Essar Group, putting an Indian business group at the centre of one of the biggest new industrial projects in the United States.
Trump announced the project at the White House on Monday alongside Essar Group co-founder Ravi Ruia and his son Rewant Ruia, chairman of Mesabi Metallics, the company developing the steel project.
'Today, we’re thrilled to announce that Mesabi Metallics will be building the largest steel plant in American history in the great state of Iowa,' Trump said during the Oval Office announcement.
Rewant Ruia thanked Trump for his support and highlighted the project's aim of creating an integrated American steel supply chain.
'Thank you, US President Donald Trump, for bringing back the importance of building things in America. With the new steel complex in Iowa, we will complete the fully integrated American supply chain, from mine to mill,' Ruia said.
The proposed facility is expected to begin steel production by 2030. Once fully built out, it is projected to produce up to 10 million tonnes of steel a year, according to US officials and reports on the project.
The facility is also expected to create up to 1,750 permanent jobs in Iowa, as reported by Reuters.
Indian business group at the heart of US steel expansion
Mesabi Metallics is owned by India-based Essar Group, making the Iowa project a significant US investment by an Indian multinational. Essar’s presence was particularly visible at the White House announcement, with Ravi Ruia and Rewant Ruia appearing alongside Trump.
The Iowa facility is being positioned as a major addition to US steelmaking capacity and is expected to use iron ore produced from Mesabi Metallics’ mining operation in Minnesota.
The Minnesota mine forms a crucial part of the company's plan to create an integrated supply chain within the US.
The operation is located in the Mesabi Iron Range, a region with a long history of iron ore production and one that played a major role in supplying the American steel industry during the 20th century.
Mesabi Metallics has invested billions of dollars in the Minnesota operation. The mine is expected to produce about 7.5 million tonnes of iron ore annually and create around 350 jobs in the state, according to US officials.
The company has described the Iowa steel complex and Minnesota mine as components of a broader integrated project, allowing iron ore to move from an American mine to an American steel mill.
Ruia said the new complex would use advanced technology and compete with steel plants globally on size, quality and cost.
'This plant will use the latest technology and will compete head-to-head with any steel plant in the world on size, quality and on cost,' Ruia said.
The project is being presented by the Trump administration as part of its broader push to expand domestic manufacturing and strengthen US supply chains.
Steel production and domestic industrial capacity have been major themes of Trump's economic agenda.
The proposed development is also expected to generate construction activity before the plant begins commercial production. The company is targeting 2030 for the start of steel production.
The broader integrated project involves investment in both the Iowa steel complex and the Minnesota mining operation.
Reports have put the overall project investment at around $18 billion, with approximately $15 billion allocated to the Iowa steel facility and additional investment linked to the Minnesota mine.
The development also marks an important chapter in Essar's long-running efforts to establish a major iron ore and steelmaking presence in the United States.
The company had previously pursued a Minnesota mine and steel project that ran into financial difficulties and bankruptcy proceedings before the current development was revived.
The White House announcement was attended by several senior US officials, including Energy Secretary Chris Wright, Commerce Secretary Howard Lutnick, Export-Import Bank chairman John Jovanovic and David Copley, senior director for Global Supply Chain.
For Essar, the Iowa project represents a major expansion of its US industrial footprint.
For the Trump administration, the announcement offers a high-profile example of the large-scale manufacturing investment it wants to attract to the United States.
With an Indian conglomerate behind the project and an American mine supplying an American steel complex, Mesabi Metallics is seeking to build the fully integrated domestic supply chain Ruia highlighted, from iron ore extraction in Minnesota to steel production in Iowa.
