
Kollam: The Registration Certificate (R.C. Book) of vehicles will be made available digitally by March, similar to the model of the driving license, said Transport Minister KB Ganesh Kumar. This decision follows complaints about delays of several months in receiving the R.C. from the Motor Vehicle Department. Consumers will be able to print the digital version at Akshaya Centers. It can be printed in any size.
The distribution of the card had been halted due to a large outstanding payment to the contracted company responsible for printing the cards. The issue of recording bank liabilities on the R.C. was a major hurdle in the digitization process. Minister Ganesh Kumar had discussions with authorities from the National Informatics Center regarding this. The digital version of the card will also include details of bank hypothecation. As a result, the current method of issuing the physical card will be discontinued, and all pending R.C. books will be made available digitally.
The Minister has instructed that files coming before officials in departments under the Transport Department must be cleared within five days. No official should hold on to any file in the sections without valid reasons. If this happens, strict disciplinary action, including transfer, will be taken against the concerned officials.
This directive was given to the Motor Vehicle Department, Kerala Transport Development Finance Corporation (KTDFC), Water Transport Department, Sree Chithira Thirunal College of Engineering, and K-Swift through a circular. A proper system should be in place to review all files once a week in departments operating under the e-office system. The file clearance must be implemented by March 31.
All pending files will be distributed equally among officials, regardless of district, for clearance. Any official who fails to meet the five-day decision deadline will be transferred to another district. The visiting hours for the public in the offices have been limited to the afternoon so that officials of the Motor Vehicles Department can complete their jobs on time on the same day.
