Kozhikode: Kerala Education(Amendment) Rules 2001 and Special Rules for the Kerala Higher Secondary Education State Service 2001 stipulate appointment of qualified persons to the post of librarian in Higher Secondary schools. 22 years have passed, yet Kerala government does not adhere to the rules. The government has not created any post for librarians. Generally, other subject teachers who have no technical expertise in library science are assigned duties of librarian. Schools actively collect library fees even when students cannot avail full-fledged services at libraries. This year’s prospects too says that library fee will be collected.

The state government maintains that the creation of the post is not possible until financial review after implementation of the integrated scheme for school education, covering Classes 1 to 12. The same argument was raised when aided school management approached the High Court.

However, the state government created a temporary post for five years in aided schools and the order regarding the same was issued.

Due to lack of equipped professionals, the library related activities are not happening in proper manner. Without appointing librarians, the state government is cheating students, that too by levying special fees for library.

Library is inevitable for students as they have to do projects and other assessment activities. Yet the state government is prolonging the implementation.
