Ottapalam (Palakkad): Applicants are now required to submit an affidavit along with the application for renewal of vehicle RC (Registration Certificate). The union ministry of road transport has increased the fee for renewal of RC and the state had later put a stop to this following intervention from the court. 

An affidavit should be filed showing that the increased fee will be paid if the final high court order is in favour of the union ministry's decision. Such an affidavit submission for RC registration will be required until the final high court verdict in the matter. In addition to renewal, an affidavit is also required to pay the renewal penalty after the expiry of the registration period. The department of motor vehicles has set up a system in the ‘Vahan’ software to include the affidavit. 

As part of the central government’s scrapping policy, an increased amount is levied on renewal of the RC of vehicles older than 15 years. There is also a penalty for late renewal. The increase was ten times higher than the current amount. The high court had issued an interim order withholding the increased fee. Due to this, the increased fee was not implemented in Kerala.

As per the central motor vehicles act 81, an affidavit is to be submitted to pay the fee and penalty. The department has handed over the model of the affidavit to be submitted on white paper to the RT offices. The affidavit will be stored on the Vahan software and the instructions regarding the same have been sent to the RT offices.
