Uttarakhand is set to launch its first-ever Yuva Aayog, as the state government accelerates measures to expand local opportunities for young residents within the state.

From access to competitive examination coaching and nearby employment to support for entrepreneurship, the administration aims to facilitate youth aspirations locally, reducing the necessity to migrate.

For students, the focus encompasses access to competitive exam coaching. For recent graduates, the state is targeting expanded job prospects, while aspiring entrepreneurs can access targeted training and financial backing.

At the centre of the effort is the proposed Yuva Aayog, Uttarakhand's first dedicated youth commission. Chief Minister Pushkar Singh Dhami announced the commission as one of seven key initiatives. The body is intended to provide a dedicated platform for youth-related issues and integrate their concerns directly into the policymaking process.

For Uttarakhand, the initiative addresses varying regional needs across the state. A student in a remote hill district may encounter different educational requirements than one in an urban centre, while a young entrepreneur might require specific financial, training, or market access support.

A dedicated youth commission seeks to consolidate these concerns, offering young people a direct avenue to engage with the government. Although full details regarding the commission's structure and timeline remain unannounced, the decision underscores an intent to prioritise youth affairs institutional framework.

Addressing educational disparities, many students in Uttarakhand face limited access to competitive exam coaching, particularly those unable to afford private tuition. To bridge this gap, the state government proposed the Chief Minister Yuva Bhavishya Nirman Yojana-2026.

The scheme will provide free online coaching for civil services, defence services, banking, railways, and SSC examinations, alongside entry tests including CAT, MAT, GATE, NET, and CSIR-NET. The government allocated 7 crore rupees to extend free online coaching to 10,000 students in Classes 11 and 12, enabling students in hill districts to prepare from home rather than relocating to major cities.

The government is also promoting self-employment as an alternative path. Under the Yuva Swarozgar Scheme, entrepreneurs aged 18 to 30 can receive training at IITs and IIMs alongside a 30 per cent bank loan subsidy for starting enterprises. Targeted financial incentives are also planned for youth from border villages, ex-servicemen, and former Agniveers to establish independent ventures, fostering local economic activity and secondary job creation.

To align training with employment, proposed Hill Industrial Parks in Chamoli, Pauri, and Almora aim to expand manufacturing and industrial activity in high-altitude regions, offering recruitment priority to local residents. State leaders anticipate localised employment will support families and reinforce regional commerce.

Additionally, the state agenda extends to community recognition. The annual State Bal Veerta Award will honour children demonstrating exceptional courage during disasters or accidents, highlighting youth contributions in a state frequently affected by challenging terrain and natural events.

Together, these measures aim to enhance access to education, employment, and self-employment, building long-term opportunities within Uttarakhand.
