Ahead of the upcoming Assam elections, Congress president Mallikarjun Kharge on Sunday rolled out an ambitious set of “five guarantees” aimed at reshaping welfare, healthcare, and governance in the state.

Addressing a high-energy public rally in Lakhimpur district, Kharge positioned the Congress campaign as a direct challenge to the BJP-led government, accusing it of corruption, misuse of power, and failing the people of Assam.

Congress ‘5 guarantees’: Key promises for Assam voters

With a strong focus on women empowerment, healthcare access and social justice, the Congress outlined the following major promises:

  • Monthly financial support for women, along with an additional ₹50,000 assistance for women entrepreneurs
  • ₹25 lakh cashless health insurance for every family
  • Permanent land rights (pattas) for 10 lakh indigenous people
  • ₹1,250 monthly pension for senior citizens
  • Assurance of swift justice within 100 days in the Zubeen Garg death case

Kharge emphasised that the proposed financial aid for women would be unconditional, contrasting it with what he described as politically motivated welfare schemes under the current regime.

Sharp attack on BJP government in Assam

Taking an aggressive political stance, Kharge accused the BJP of widespread corruption and alleged that the state leadership was prioritising personal gain over public welfare.

He claimed that the “double engine government” model, often promoted as a strength by the BJP, was being misused to consolidate power and benefit political elites.

Kharge also launched a direct attack on Chief Minister Himanta Biswa Sarma, questioning the leadership transition after the 2021 elections.

He alleged that the BJP sidelined former Chief Minister Sarbananda Sonowal after the polls, despite projecting him as the party’s face during the campaign.

The Congress leader further accused the state government of creating an atmosphere of fear and division, claiming that dissenting voices were being suppressed.
