Los Angeles: Federal authorities detained a California property agent at Los Angeles International Airport on Sunday following disclosures to CBS News by security officials indicating she had allegedly monitored the US-based son of Taiwan's leader.

Wanying “Heather” Zhang, 34, was apprehended by federal agents at LAX prior to boarding an outbound commercial service bound for Shanghai, China, facing formal accusations of operating as an unregistered foreign agent.

Edric Ding, Zhang’s spouse and a fellow estate agent at the same agency, stated to CBS News in a telephone conversation on Sunday that “I don’t know anything yet”, while declining further commentary. It remained unverified whether Zhang had retained legal counsel.

According to a case file lodged in federal court by a Los Angeles-based FBI counterintelligence investigator, Zhang and an associate reportedly journeyed to Seattle, Washington, during September 2025 to capture imagery of the suburban residence belonging to family members of a senior Taiwanese official.

Law enforcement insiders informed CBS News that the purported target was Ting-Yu Lai, the son of Taiwanese President Ching-Te Lai. Ting-Yu, an engineer in his thirties, completed his tertiary education at American universities and shares a young US-born son with his wife, Hsiao Chen, according to Taiwanese media reports. He is presently employed by the Dutch multinational technology conglomerate Philips.

“If the PRC [People’s Republic of China] wish to obtain leverage over the President of Taiwan during any potential conflict, the location and pictures of the close relatives of a high-ranking Taiwanese government official, including pictures of their homes and cars, could be useful to the PRC”, FBI Special Agent Kevin Holt noted in the October 3, 2026, judicial filing.

Taiwan has remained central to acute geopolitical frictions for decades, with the territory maintaining its self-governance while Beijing asserts it forms part of China. Furthermore, Taiwan occupies a vital strategic position along major maritime corridors and hosts manufacturing hubs producing some of the planet's most sophisticated semiconductor components.

The complaint contends that Zhang and a male companion designated as “Individual 1” flew from Las Vegas to Seattle on September 1, 2025. The pair subsequently hired a dark Nissan Rogue and drove to the property they were reportedly monitoring. Footage from a nearby resident's security system incorporated into the court documents purportedly shows the two individuals “appearing to film” Ting-Yu, his spouse, and their child as they reached the address that evening.

CBS News reported that it cross-referenced the imagery with a location near Seattle tied to Ting-Yu.

As detailed in the filing, Zhang allegedly transmitted updates to a Chinese state handler via the messaging platform WeChat. She noted, “Saw him. Young male. It’s that young one”, and added, “I am videorecording”, before providing two vehicle registration numbers. The FBI stated these communications were secured via a search warrant targeting Zhang’s iCloud profile.

“Zhang was in contact with at least two people whom she appeared to acknowledge worked for the PRC government”, Holt wrote. The affidavit claims Zhang was introduced to one of the Chinese state officials in June 2025 by a fellow alumnus from Beijing’s University of International Relations. Holt stated the institution maintains close institutional links with China’s Ministry of State Security.

During a June 2025 excursion to Changsha, China, Zhang reportedly booked a private space where she met the state official and accepted the surveillance assignment, per Holt’s statement. She later messaged the official stating, “I can take care of this thing”, the filing outlines. On August 26, 2025, Zhang allegedly messaged, “I will be busy with work in L.A. this week. I will probably go to Seattle next week”, to which the official responded, “Ok. Thank you for your hard work”, according to the court record.

Zhang holds a valid California real estate licence with JC Pacific Capital Inc., with her online profile detailing 130 completed transactions and listings across Los Angeles and adjacent districts.

Ting-Yu secured a bachelor's degree in electrical engineering from Case Western Reserve University in Cleveland, Ohio, in 2012. He subsequently earned a master's degree in Bioengineering Innovation and Design from Johns Hopkins University in Baltimore in 2013, followed by a doctorate from the Department of Bioengineering at the University of Washington, according to a biographical summary in an academic publication.

Taiwanese television network SETN reported that Ting-Yu encountered his Taiwanese spouse during his doctoral studies. They wed in 2018 and welcomed a child in the United States in 2020, according to Taiwan’s official news agency CNA.

Chinese state operatives have previously faced accusations of monitoring and intimidating dissidents and pro-democracy campaigners within the United States. Federal prosecutors noted that Shujun Wang, 75, infiltrated a Chinese pro-democracy collective in Queens, New York, supplying intelligence regarding its members to China’s Ministry of State Security across 17 years. He was convicted in 2024 of operating as an undercover foreign agent.

Two individuals were detained in April 2023 over their participation in an unauthorised Chinese police outpost in Manhattan purportedly established to track dissidents.

The Department of Justice has likewise cautioned regarding a Chinese security initiative designated Operation Fox Hunt, which endeavours to return wanted Chinese nationals worldwide and targets critics of Beijing. New York-based Quanzhong An, characterised by prosecutors as a leader of the US branch of Operation Fox Hunt, was sentenced in March 2025 after allegedly intimidating a Chinese dissident to compel their return to China.

In California, former Arcadia Mayor Eileen Wang was charged in May with operating as a Chinese agent, having admitted to accepting compensation to advance Chinese state messaging domestically, which included publishing an online essay denying “forced labour” within China.
