The Office of the Commissioner for Entrance Examinations (CEE), Kerala, Thiruvananthapuram, has commenced the activities related to the seat allotment to fill up the vacant seats that exist/arise after the second phase of centralized allotment for admission to the LLM Course in the Government Law Colleges and Private Self-Financing Law Colleges for the year 2025-26 at www.cee.kerala.gov.in.

Accordingly, fresh options have been invited for allotment to vacant seats of the LLM course-2025. Candidates who have figured in the rank list of LLM Course 2025 published by the CEE and satisfy the eligibility criteria as per clause 9 in the prospectus can register fresh options and participate in this phase of allotment. Option registration is a mandatory step of this phase irrespective of whether options were registered or not registered in the previous phases. Options have to be registered through the Online Option Registration facility accessible after logging on to the Candidate portal at www.cee.kerala.gov.in by giving the Application Number & Password through the link “LL.M 2025-Candidate Portal.”

Registration Fee: Those candidates who wish to register options for this allotment will have to pay a separate registration fee of Rs. 2000/- online to the CEE. Candidates belonging to SC/ST/OEC category, candidates eligible for benefits as per G.O (Ms) No. 25/2005/SCSTDD, dated: 20.06.2005 and G.O (Ms) No.10/2014/ BCDD, dated: 23.05.2014 and those candidates from Juvenile Home, Nirbhaya Home, Sreechithra Home will have to remit Rs.500/- as a registration fee. The registration fee of those candidates who do not get allotment will be refunded. If a candidate gets allotment and does not join within the stipulated time, the option registration fee will be forfeited as a penalty and hence will not be refunded. Option registration fee of the candidates who quit the seats after taking admission will also be forfeited as penalty and hence will not be refunded. Refund of the option registration fee for the eligible candidates will be made only after the completion of the allotment process, and it will be notified. After payment of the registration fee, candidates may click the menu ‘Option Registration’ and register their options online by 22.12.2025.

Probable vacancies arising due to the up-gradations to higher options or category conversions will also be filled up in the vacant seat allotment based on the options for the vacant seat allotment. Hence, candidates may take into account probable vacancies also in addition to the real vacancies available at the start of the vacant seat allotment process.

If candidates already admitted to the course through previous phases of allotment get an allotment through Vacant Seat Allotment, the current admission of the candidate will stand cancelled. Hence, candidates should register options only for those colleges where they want to study if they get an allotment.

Allotment and institution joining schedules will be notified later. Candidates who get allotment in this phase have to join the allotted college with all the original certificates as given in the Prospectus clause 19 within the stipulated time to be announced by the CEE and should remit the applicable tuition fee, other fees, and the deposits (if applicable) to the allotted colleges at the time of admission. If no seat is allotted to the candidate in the vacant seat allotment, the existing admission, if any, shall prevail, and if a seat is allotted to the candidate in the vacant seat allotment, the existing admission, if any, will stand cancelled and the candidate will have to accept the new allotment. The seats received through vacant seat allotment cannot be changed further.

Candidates who are allotted a seat in the vacant seat allotment (irrespective of the admission status) will not be eligible for any subsequent allotments.

After the Vacant Seat Allotment, if vacancies exist/arise, these vacancies will be filled through Stray Vacancy Filling Allotments. A fresh option registration opportunity will be available for any Stray Vacancy Filling Allotment conducted. But already admitted candidates will not be considered for stray vacancy filling rounds. Notification regarding the same will be issued later.

Allotments shall be subject to the final order/affiliation/approval of the government/university concerned.

Candidates admitted to the course through previous phases of allotment by the CEE can avail free exit from the course before the time specified in the Notification. Candidates shall be liable for penalty if they vacate seats or obtain T.C after the time given in the Notification.
