CEE Kerala opens third-phase option registration for PG medical courses; fresh options mandatory online

The Office of the Commissioner for Entrance Examinations (CEE), Kerala, Thiruvananthapuram, has enabled facility for option registration for third-phase allotment to PG Medical Courses, 2025, at www.cee.kerala.gov.in
Fresh option registration is compulsory for participating in the third phase and the facility is available at www.cee.kerala.gov.in. All the eligible candidates included in the Kerala State Merit list published vide notification dated 05.11.2025 can register options online through the website before 4 pm on 09.01.2026. Third-phase Provisional allotment will be published on 12.01.2026 and the final Allotment on 13.01.2026. All candidates who get an allotment should join the course and college to which they are allotted along with the required documents and pay the fee at the colleges during 14.01.2026 and 4 pm on 17.01.2026. The schedule is subject to change as per MCC schedule. The options registered in the previous phases will not be considered for allotment in the 3rd phase. Hence, candidates have to register options afresh if they wish to participate in the third phase allotment.
The vacant seats are published at www.cee.kerala.gov.in. Candidates may register options to any seat they wish to join if allotted, irrespective of the vacancy status notified as any vacancy that may arise during the counselling will also be filled based on these options. As applicable category conversions of seats will also take place in the third phase allotment, candidates may take into account those probable vacancies that may arise due to the applicable category conversions also, while registering options for this phase. The provisional seat matrix for the additional seats sanctioned, as well as the seats in newly started courses in self-financing medical colleges and the Malabar Cancer Centre, has been published on the website. Government order regarding fees structure of the course in the newly included course in Malabar Cancer Centre, Thalassery, Kannur also has been provided on the website.
Candidates who have not registered options in Phase I/Phase II have to pay option registration fee for fresh registration. Those who got allotment in Phase 1/Phase 2 and did not take admission have to pay registration fee for fresh registration in the third phase. Option Registration Fee will be the amount equal to the annual tuition fee, if Government Medical Colleges (including RCC and Malabar Cancer Centre) only are being opted, or an amount of Rs.1,00,000/- (Rupees One Lakh only) if Self Financing Colleges are to be opted. For SC/ST/OE and other candidates who are eligible for fee concession, the registration fee for Government /Pvt. Medical college seats will be half of the above amounts respectively. The registration fee will be refunded to eligible candidates after the counselling. Registration fee of those who do not join the seat allotted will be treated as penalty and will not be refunded. If any candidate does not join the seat allotted in phase 3, the option registration fee will be forfeited and such candidates cannot participate in further allotments
Those who vacate the seat after 2 pm on 09.01.2026 will not be eligible to participate in the 3rd phase allotment and further rounds. Options, if any, registered by such candidates for the third phase allotment will be cancelled. This will be the cut-off date for relinquishing admission, forfeiting of option registration, without incurring further penalty.
Candidates who have vacated the joined seats have to pay option registration fee afresh.
If a candidate freshly registers in phase 3 and is not allotted any seat, he/she is eligible to participate in the stray vacancy round. Candidates getting allotment in phase 3 will not have any claim on the seats allotted earlier. Candidates getting allotment in phase 3 will not be eligible to participate in the stray vacancy allotment, irrespective of the admission status at that time. Those candidates who are included in the list of ineligible candidates shared by the MCC after the third round AIQ allotment will not be considered for the third phase allotment.
Penalty Conditions in Third Phase Allotment: A candidate allotted a seat in 3rd phase in State counselling will be ineligible to participate in any further counselling. Hence, candidates are advised to exercise due diligence in exercising their options and should not file unwanted options to seats in which they do not wish to pursue studies. The list of candidates admitted as on last date of admission in Phase 3 will be forwarded to MCC as the list of candidates’ ineligible to participate in any further rounds of All India or State counselling. Those candidates who vacate the allotted seat, after cut-off date specified above (2 pm on 09.01.2026) will not be considered for further rounds of counselling and penalty will be initiated as per the Prospectus conditions. This condition is applicable to all the candidates who get admitted in a college based on an allotment in any of the phases (before or after the cut-off date) but the quitting of the seat take place after the cut-off date.
Stray Vacancy Filling Phase: After the 3rd Phase allotment, if any vacancies exist/arise, those vacancies will be filled through Stray vacancy allotment. There will be fresh option registration for Stray Vacancy filling phase. The net vacant seats due to un-allotted/TC/non joining of Phase 3 will be published. If vacancies exist even after an initial stray vacancy allotment and if there is sufficient time before the cut-off date for admissions prescribed by National Medical Commission/MCC, additional stray vacancy allotments may be conducted based on the options registered for the Stray vacancy filling round. If any candidate vacates a seat joined in Stray vacancy allotment or vacates a joined seat (joined in any of the previous phases also) after Stray vacancy allotment process, he/she will be liable to pay liquidated damages as per Clause 10.1.19 (4) of the Prospectus.
