The Ministry of Panchayati Raj (MoPR), Government of India, 11th Floor, Jeevan Prakash Building, K.G.Marg, New Delhi-110001, has announced the hiring of External Manpower (Professionals) on a contractual basis in the Ministry of Panchayati Raj in the National Project Management Unit (NPMU) of the revamped RGSA for the project “Freedom from Violence: Capacity Building of Women Elected Representatives (WER) on Legal Provisions on Safety and Security of Women” and “Sensitization of Men towards Women-Related Issues Including Safety and Security of Women” approved under the Nirbhaya Fund of the Ministry of Women & Child Development.

Applications have been invited for engagement as Project Coordinator, Consultant (Implementation & Monitoring of Capacity Building & Training), Consultant (Legal) and Consultant (Technical) on contract basis on full time basis.

Positions and educational qualification are as follows:

Project Coordinator (1 position): Post-graduate degree in Development Studies/ Social Work/ Gender Studies/ Rural Development/ Social Studies /Public Policy/ Economics/ related disciplines from a recognized university/institution.

Consultant (Implementation & Monitoring of Capacity Building & Training) (6 positions): Post-graduate degree in Economics/ Education/ Development Studies/ Social Work/ Gender Studies/ Rural Development/ Social Studies /Public Policy/ Social Policy/ Development Communication/Law/ related disciplines from a recognized university/ institution.

Consultant (Legal) (1 position): Bachelor’s degree in Law (LL.B.) from a recognized university/institution. Master’s degree in Law or related field will be preferred.

Consultant (Technical) (2 positions): Bachelor’s/Master’s degree in Computer Science/ Information Technology/ Software Engineering/ related disciplines from a recognized university/ institution.

General requirements (applies to all positions): (i) Willingness for extensive field travel across States/UTs, including rural and remote areas; familiarity with institutional arrangements of PRIs (ii) Demonstrated understanding of survivor-centred, “do-no-harm” approaches; commitment to confidentiality and safeguarding in GBV-related work (iii) Working knowledge of Government systems, eOffice, PFMS, GeM, and awareness of relevant GFR provisions for consultancy/outsourced services (iv) Proficiency in data protection, privacy and ethical handling of beneficiary information (v) Ability to work in bilingual environments (Hindi/English) and coordinate vernacular adaptations.

Period of Engagement: The initial term of engagement shall be one year. Extension(s), if any, may be considered based on project needs, quality of outputs and performance, with the recommendation of the Divisional Head and approval of the Secretary, MoPR. In no case shall engagement extend beyond the approved project period(s). The engagement shall be on a full-time basis. The engaged person shall not take up any other assignment/work, whether as employee, employer or office-bearer of any organisation/institution, during the period of engagement with MoPR.
