From arrest to bail: What lies ahead for Satyendar Jain in DJB case
New Delhi: A Delhi court on Thursday granted bail to Aam Aadmi Party leader and former Delhi minister Satyendar Jain in a corruption case linked to alleged irregularities in the Delhi Jal Board’s sewage treatment plant tendering process.
Special Judge Dig Vinay Singh of the Rouse Avenue Courts allowed Jain’s bail plea in a brief oral order.
The court directed Jain to furnish a personal bond of Rs 2 lakh along with two sureties of the same amount. A detailed, reasoned order is awaited.
Jain had been in judicial custody after his arrest by the Anti-Corruption Bureau (ACB) on August 18. He was sent to 14-day judicial custody on August 19.
The court had earlier declined to declare his arrest illegal.
What is the Delhi Jal Board case about?
The case concerns alleged irregularities in the awarding of a tender for sewage treatment plant projects under the Delhi Jal Board (DJB).
The tender was awarded to Euroteck Environmental Private Limited when Jain was serving as Delhi’s water minister.
The ACB has alleged that tender conditions were manipulated during the process and that the bidding requirements were made heavily technology-focused in a manner that allegedly favoured Euroteck Environmental.
The allegations concern the augmentation and upgradation of sewage treatment plants.
What are the allegations against Jain?
According to the ACB, Jain allegedly increased the capacity of the Rohini sewage treatment plant from 15 million gallons per day to 30 million gallons per day without a technical feasibility study.
The agency alleged that this resulted in a cost escalation of approximately Rs 123 crore.
The ACB has also alleged that commissions were routed through intermediaries to bank accounts connected to various accused persons.
These are allegations made by the investigating agency and remain subject to judicial proceedings.
When was the case registered?
The case was registered in May 2024 following a complaint by the Directorate of Vigilance.
The complaint alleged large-scale irregularities, manipulation of tender conditions and criminal conspiracy in the tendering process connected with DJB sewage treatment plant projects.
Jain was subsequently arrested by the ACB on August 18, 2026.
Jain’s bail means he will be released subject to the conditions imposed by the court. It does not amount to a finding that the corruption allegations are false or that he has been cleared of the charges.
The criminal case itself continues, and the allegations made by the ACB will be examined through the judicial process.
The court’s detailed order is expected to provide further reasons for allowing the bail application.
Why is the case significant?
The case relates to alleged corruption and irregularities in public infrastructure contracts involving the Delhi Jal Board.
The allegations include manipulation of tender conditions, changes to project capacity and suspected financial transactions through intermediaries.

Bail is not an acquittal
The most important distinction following Thursday’s ruling is between bail and acquittal.
The Delhi court has allowed Jain to remain out of custody while the case proceeds. The ruling does not determine whether the allegations made by the ACB are ultimately proved.
The case now moves forward against the backdrop of allegations concerning public procurement and the management of sewage treatment infrastructure. The prosecution will have to establish its allegations through evidence during the judicial process.
The detailed bail order is also important because it will indicate the court’s reasoning and the conditions attached to Jain’s release.
For AAP, the development provides temporary legal relief to a prominent leader who had been arrested in connection with the DJB tender case. For the prosecution, however, the underlying corruption allegations remain pending.
