Families which lost livelihood due to accident, disease to be considered extremely poor

Thiruvananthapuram: The guideline for finding the extremely poor families in the state includes the families which were evicted from their houes without compensating properly. Those who lost their incomes due to accidents or diseases too will be considered as extremely poor, the guideline prepared by KILA and the Rural Development Department says. Families which lost houses during the calamities too are considered.
The LDF had said in its election manifesto that the new government will identify the extremely poor families in the state and help them to recover in five years.
As many as 16 criteria have been identified by the government. Eight of them are in the ‘red category’ and rest in the orange category. Each criteria in red category contains 10 points and orange gets 5 points. At least 10 point is required to get enlisted in this.
Special categories like scheduled castes and scheduled tribes, fishing communities, transgenders, orphans, urban poors and HIV infected people are too included in the list.
Red category:
- Families which can’t even cook their own food due to ageing or mental or physical challenges.
- Beggars, the homeless, and those who depend on free food.
- Families which lost income due to grave diseases like cancer or due to accidents.
- Families which lost income as they had to take care of mentally unstable members.
- Families which depend on assets that do not generate income.
- Families in which only people above 60 years old work.
- Families which depend only on welfare pension and above 70 years of age.
Orange category:
- Families with malnourished children.
- Families which do not get food despite having Antyodaya Anna Yojana ration card.
- Families in which the major income-generator could no longer work due to accident or diseases.
- Families which lost the entire labour equipments in disasters.
- Families which live in poramboke land or live in poor conditions.
- Families that lost house due to debt.
