Blow the Whistle Campaign drives sharp rise in school attendance in Jharkhand
At the Government Primary School in Domandih, in Ranchi district, students from Classes 1 to 5 are part of an innovative effort to improve regular school attendance. The initiative, called the “Blow the Whistle” campaign, has turned the morning journey to school into a collective and cheerful activity. Every child in the village is given a whistle, and guided by designated monitors, students march to school while blowing whistles, spreading enthusiasm and awareness throughout the community. The goal is clear: to achieve 100 percent attendance and move closer to the vision of an educated and empowered Jharkhand.
To address the persistent challenge of school dropouts, the Ranchi administration, along with the Education Department, rolled out “Blow the Whistle 2.0 – Call to School, Increase Attendance.” This expanded phase builds on the success of the original campaign.
The “Blow the Whistle, Call to School” campaign was first launched on January 11, 2024, by the Jharkhand Education Project Council. As part of the initiative, teachers, group captains, and School Management Committee members visit villages and neighbourhoods early in the morning, blowing whistles to motivate children to attend school. The impact has been significant and measurable. Student attendance has improved compared to previous years, and the secondary-level dropout rate in Jharkhand, which stood at over 14 percent in 2022–23, fell sharply to 3.5 percent in 2024–25.
Encouraged by these results, the second phase, “Blow the Whistle, Call to School 2.0,” was launched on April 23, 2025.
During the 2024–25 academic year, nearly 1.79 lakh children were enrolled in primary and upper-primary schools across Ranchi district. For the 2026–27 session, the enrollment target has been set at over 2 lakh students. The “Blow the Whistle” campaign is expected to play a key role in achieving this ambitious goal and sustaining the momentum toward universal school attendance.
