KEAM 2024: Special stray vacancy allotment to MBBS and BDS

Office of the Commissioner for Entrance Examinations (CEE), Kerala has notified the special stray vacancy allotment to MBBS/BDS courses 2024.
Vacancies in these courses that have arisen in Government/Self Financing Colleges after Stray Vacancy filling allotment will be filled up through Special Stray Vacancy Filling Allotment. Un-allotted category seats still existing will be converted during this phase as per existing prospectus conditions.
Those included in the Kerala State Medical Rank List published by the CEE can register fresh options till 2 pm on 27.11.2024 at www.cee.kerala.gov.in, the menu ‘Special Stray Vacancy Option Registration’ in Home page subject to eligibility. Vacancies, if any, existing after special stray vacancy filling will be filled through a Second Phase Special Stray Vacancy Filling considering the options registered in this phase. The seat received by the candidate through special stray vacancy allotment cannot be changed. Candidates should give options only to the courses and colleges where they want to study if they get an allotment.
The following categories of candidates are not eligible to participate in this special Stray Round: (i) Candidates who are admitted/allotted seat in the third phase/stray phase allotment (ii) Candidates who are still continuing in admitted status consequent on previous allotments (Phase I, phase II, Phase III & Stray Phase) (iii) Those candidates who vacated the seat after 2 pm on 15.10.2024, (the date notified by the CEE for exit, vide Notification dated 09.10.2024) (iv) Those candidates who have been included in the list of allotted candidates shared by the MCC after the Special Stray round of AIQ Counselling.
Registration Fee: Those who wish to register options in Special Stray Vacancy filling allotment will have to pay registration fees online or through Head Post Office (list at website) to the CEE before registering options. Those who want to register options only to Govt MBBS/BDS courses should pay Rs. 10,000/- afresh. Those who wish to register options to both Govt. and Self Financing MBBS/BDS courses have to pay Rs. 50,000/-. Those under SC/ST/OEC/Other categories mentioned in the Notification should pay Rs. 5000/-. However, if they want to give options to Minority/NRI quota seats in Self-financing Medical/Dental Colleges they will have to remit the normal Registration Fee as mentioned and they will not be eligible for any fee concession.
Those admitted to MBBS/BDS courses, through previous allotments conducted by the CEE and have vacated the seat within the date prescribed as per Notification dated 09.10.2024, need not pay the registration fee if the fee already paid to CEE is more than the registration fee. But if the fee paid to CEE by such MBBS/BDS applicants is less than the registration fee, they will have to pay the balance registration fee. The fee paid to CEE by candidates registered for courses other than MBBS/BDS will not be considered towards registration fee and such students have to pay the full registration fee as mentioned. The registration fee applicable will be fixed as per the details entered by the candidate in the registration page available in the Candidate Portal at www.cee.kerala.gov.in.
The Registration fee once paid cannot be changed. Thus, candidates should be very careful, while giving conditions to fix the Registration fee.
The registration fee of those candidates, who get an allotment in Government Medical/Dental Colleges through Special Stray Vacancy allotment, will be carried over to Tuition Fee of the course allotted and the registration fee of those candidates who will not get any allotment will be refunded. The registration fee of those candidates, who get an allotment in Private Self-financing Medical/Dental colleges will be refunded to candidates after closing date of admission, provided he/she has taken admission. The registration fee of those candidates who do not join within the stipulated time after getting an allotment and those candidates who quit seats after taking admission through special stray vacancy filling allotment, will be considered as penalty and will not be refunded. Such students will also be penalized as per KEAM Prospectus clause 12.2.4.
Provisional allotment will be published on 27.11.2024 and Final Allotment on 28.11.2024. Those getting allotment have to join the allotted colleges after paying the fees/balance fee (if applicable) as shown in the allotment memo during 29.11.2024 and 1 pm on to 02.12.2024.
Candidates who file unnecessary options, but do not take admission on allotment to the Course/College during this phase, resulting in lapsing of Government seats and Management seats allotted by the CEE, will be penalized. They will be liable to pay penalty of Rs.10,00,000/- for MBBS course and Rs. 5,00,000/- for BDS course irrespective of annual family income/nativity/reservation status. Their candidature is also liable to be cancelled and they will also will be debarred from appearing the Entrance Examinations and/or allotments conducted by the CEE for a period not exceeding two years. In case of failure to remit the penalty, the same is liable to be recovered under the Revenue Recovery Act.
