Who is Ashley Tellis? India-born US diplomat under federal probe for keeping classified defense papers

Washington: Ashley Tellis, a well-known India-born foreign policy strategist and senior adviser at the US State Department, has been charged in a Virginia federal court for allegedly retaining classified national defense documents and meeting with Chinese government officials over several years.
Court records accessed by Hindustan Times indicate that the 64-year-old Tellis, long considered one of America’s foremost experts on India, is accused of violating federal laws related to the unlawful possession of national defense materials.
Prosecutors claim Tellis held a series of meetings with Chinese officials between September 2022 and September 2025, often in restaurants across Fairfax, Virginia.
According to the affidavit, during one such dinner in September 2022, Tellis arrived carrying a manila envelope that he did not have when he left.
Witnesses reportedly overheard discussions about sensitive geopolitical matters, including Iran-China ties and US-Pakistan relations. Investigators also noted that Tellis was handed a red gift bag by the Chinese officials.
“The allegations in this case represent a grave threat to national security,” said Lindsey Halligan, US Attorney for the Eastern District of Virginia, as quoted by AFP. If convicted, Tellis faces up to 10 years in prison and a fine of $250,000.
Who is Ashley Tellis?
Born in India, Ashley J Tellis moved to the United States to pursue an academic and diplomatic career that would make him one of Washington’s most influential voices on South Asian affairs.
A senior adviser at the State Department since 2001, he was instrumental in shaping key foreign policy decisions involving India.
Tellis played a pivotal role in negotiating the landmark 2008 US-India civil nuclear agreement during the George W Bush administration—a deal credited with transforming the strategic partnership between the two democracies.
Over the years, he has served under multiple presidents, including Bush and Donald Trump, advising on defense, trade, and geopolitical strategy.
His Views on India-US Relations
Known for his candid analysis of US-India dynamics, Tellis had previously commented on former President Donald Trump’s imposition of steep tariffs on Indian goods.
Speaking to NDTV in 2025, he speculated that Trump “felt cheated” for not receiving credit for what he claimed was his role in resolving the India-Pakistan standoff earlier that year.
“I think he feels cheated that he did not get the credit he believes he deserves for resolving the India-Pakistan crisis in May 2025,” Tellis had said.
“Prime Minister Modi’s call to clarify the situation only seemed to inflame matters rather than resolve them.”
Trump has frequently asserted that he mediated peace between India and Pakistan—claims repeatedly denied by New Delhi.
The Charges and Fallout
The affidavit details a pattern of secret meetings and the alleged handling of sensitive materials by Tellis, raising alarm within Washington’s diplomatic circles.
His arrest has stunned the strategic community, given his reputation as a key architect of modern US-India relations.
If found guilty, Tellis faces up to a decade in federal prison—a dramatic downfall for a man once celebrated as one of the chief architects of closer ties between New Delhi and Washington.
