UAE re-entry alert: Expired residency holders can return without new permits until March 31

Abu Dhabi: The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) has issued a major humanitarian directive allowing UAE residents with expired residency permits to return to the country without a new entry permit.
The decision, effective from Feb. 28 to March 31, 2026, is a direct response to regional airspace closures and flight suspensions that have left many residents stranded abroad following the recent escalation in regional conflict.
Provisions of the ICP directive
The ruling applies to all expatriate residents who were outside the UAE and whose residency permits lapsed on or after Feb. 28, 2026. Under the emergency measure, eligible residents can re-enter the country at any time until the end of March without the need to apply for new entry visas or permits.
Upon arrival, residents will be permitted to regularise their legal status through official channels. The ICP also confirmed that no financial penalties or overstay fines will be imposed for this specific period, as the circumstances were deemed beyond the residents' control.
Humanitarian objectives
The measure was introduced to alleviate the burden on families and individuals who were unable to return in time to renew their permits due to the "no-fly" zones and logistical disruptions. The Authority emphasised that the move aligns with the values of the UAE’s "Year of the Family," ensuring that heads of households and family members can reunite and resume their lives in the Emirates.
The move follows a related waiver for visitors and tourists stranded within the UAE, as major carriers like Emirates and Etihad begin a phased resumption of flights through restricted emergency corridors.
