Japan’s political party replaces human leader with AI Penguin after crushing defeat

Japan: In an unusual political experiment, Japan’s regional party Saisei no Michi (Path to Rebirth) has appointed an artificial intelligence programme, tentatively named AI Penguin, as its new leader after founder Shinji Ishimaru resigned following back-to-back election defeats.

The party failed to secure seats in the July upper house elections, with all 10 of its candidates losing. A month earlier, in the Tokyo assembly elections, all 42 Path to Rebirth candidates had also been defeated. This string of losses prompted Ishimaru to quit, despite his earlier surprise success in the 2024 Tokyo gubernatorial election, where he managed to finish in second place through a strong online campaign.

Who announced the AI leadership?

The announcement was made by Koki Okumura, a doctoral student specialising in AI research, who recently won a party contest to succeed Ishimaru. Speaking at a news conference, Okumura declared: “The new leader will be AI.”

He further explained that his role would be to assist the AI Penguin, adding that while the details of the AI’s leadership are still being worked out, it will not control political activities. Instead, it will handle practical decisions such as distributing resources among party members.

The Path to Rebirth party, established in January by Ishimaru, does not follow a fixed policy platform. Instead, its members are free to shape their own agendas, according to Japan Times. The decision to adopt AI leadership marks a bold shift in its attempt to rebuild after electoral setbacks.

Japan’s experiment with AI leadership comes shortly after Albania appointed the world’s first AI Cabinet Minister on September 11. The AI bot, named Diella, was launched earlier this year as a digital assistant on the e-Albania platform.

Diella’s role is to oversee all public procurement and streamline bureaucratic processes. Dressed in traditional Albanian clothing, the virtual avatar guides citizens through voice commands and helps reduce administrative delays. The name Diella, meaning sun in Albanian, reflects its role as a guiding light in governance.
