Central government employees and pensioners are eagerly awaiting official announcements regarding the commission. Any updates regarding the fitment factor, House Rent Allowance (HRA), and basic pay are being followed with keen interest. The greatest excitement surrounds the projections for HRA and basic pay, with employee unions continuously demanding an increase in the fitment factor.
If the fitment factor (a numerical multiplier used by a Pay Commission to convert an employee's existing basic pay into a revised basic pay in a uniform step) is revised upwards to 3.0, the monthly HRA for Level-7 officers could cross ₹40,000.
Under the 7th Pay Commission, the starting basic pay for Pay Level-7 is currently ₹44,900 per month. Officers at this level include inspectors and section officers across various government departments. Should the 8th Pay Commission set the fitment factor at 3.0, the basic pay would triple directly to ₹1,34,700 per month. Since house rent allowance calculations are tied to a percentage of the basic salary, a sharp surge in basic pay would naturally result in a substantial increase in HRA.
HRA rates depend entirely on the classification of the city where an employee is posted. Currently, the rates are set at 30% for 'X' category cities (metropolises such as Delhi and Mumbai), 20% for 'Y' category cities (tier-2 cities) and 10% for 'Z' category cities (smaller towns). With a 3.0 fitment factor resulting in a revised basic pay of ₹1,34,700, the monthly HRA would reach ₹40,410 in 'X' category cities, ₹26,940 in 'Y' category cities and ₹13,470 in 'Z' category cities.
