The Kerala High Court on Monday refused to grant regular bail to former Congress councillor Prasobh Valsan in a sexual assault case.

According to the complaint, Valsan allegedly sexually exploited a Dalit woman by promising her a job while he was a councillor in the Palakkad Municipality. The woman also accused him of threatening and verbally abusing her.

A case was registered by the Palakkad Town South Police based on her complaint. This is not the first time Prasobh has failed to get relief from the courts.

In the complaint, the Dalit woman had alleged that Valsan threatened her by claiming he had close ties with senior Congress leaders, including MP Shafi Parambil.

She further accused him of raping her at her home on the pretext of helping her secure assistance.

Earlier, both the Special Court handling cases involving atrocities against Scheduled Castes and Scheduled Tribes and the Kerala High Court had rejected his request to avoid arrest.

On Monday, the High Court also rejected his plea for regular bail after his arrest. The detailed order is expected to be released later.
