Dams to have Buffer zones: No constructions permitted, regulations split into two zones

Thiruvananthapuram: Construction activities near reservoirs adjoining dams under the Water Resources Department have been restricted. The government has introduced regulations dividing the reservoir surroundings into two zones.
In the buffer zone adjacent to water bodies or category one area, no new construction will be permitted. This zone extends up to 20 meters from the maximum water level boundary. The second category area, spanning from 20 meters to 100 meters beyond the buffer zone, allows controlled construction, provided it does not compromise dam safety.
The Executive Engineer in charge of the dam is responsible for issuing the No Objection Certificate (NOC) for any construction. All dams under the Water Resources Department fall within panchayat jurisdictions, and hence, the Kerala panchayat building rules will apply.
Previously, constructions were allowed within 10 meters of the dams. However, the Dam Safety Authority later assumed responsibility for issuing NOCs. With the enactment of the Central Dam Safety Act in 2021, this practice ceased. Subsequently, a committee comprising representatives from the Water Resources Department, KSEB, Forest Department, Pollution Control Board, and the Centre for Earth Science Studies was formed. This committee was later dissolved, and the new guidelines were introduced. Dams under the Kerala State Electricity Board (KSEB) already have restrictions, with a 200-meter limit in Idukki and a 60-meter limit for other dams.
Restriction guidelines
Buffer zone/Category one zone
- Extends up to 20 meters from the maximum water level.
- No construction permitted in this zone.
Second category zone
- Extends from the buffer zone to 100 meters.
- Construction allowed under strict conditions.
Permitted structures:
Residential houses, resorts, hotels, and other living accommodations.
Prohibited structures:
- Factories, hospitals, educational institutions, and commercial establishments.
- Buildings taller than 10 meters.
- Mining and waste dumping activities.
