Thiruvananthapuram: In a bid to equip Kerala's youth for a rapidly evolving global economy and realign education with future job opportunities, Chief Minister V D Satheesan announced a comprehensive overhaul of the education sector in his maiden budget presentation. The cornerstone of this push is the setting up of the Kerala Knowledge Valley, an ambitious project backed by an initial allocation of ₹100 crore, designed to create world-class academic and employment opportunities right here within the state.

Vision for Kerala Knowledge Valley and Global Job Watch Tower

The Kerala Knowledge Valley aims to transform the state into a premier higher education hub, preventing the brain drain of students leaving the state for quality education. Operating under the guidance of a high-level academic advisory board, the Knowledge Valley will bring contemporary academic programmes, cutting-edge excellence centres and top-tier research facilities under one roof. The hub will actively collaborate with premier Indian and foreign universities, attracting top-ranked global institutions to set up their presence in Kerala. To complement this, an IIT-model Research Park will be established with a dedicated funding of ₹60 crore.

Simultaneously, the government will launch the Global Job Watch Tower, functioning as the state-level Future Skills and Employment Intelligence Mission. Earmarked with a preliminary funding of ₹2 crore, this mission will track emerging global employment trends to identify future skill requirements. It will guide curriculum reforms, foster industry-academia partnerships, and plan the workforce for key sectors including digital technology, advanced manufacturing, healthcare, green economy, logistics, tourism and international job markets.

Major allocations for general and technical education

The budget places an immense premium on baseline infrastructure, allocating a massive ₹1,477.57 crore for the General Education sector and ₹232.11 crore for Technical Education. In addition, K R Narayanan Civil Service Academy will be set up with ₹50 crore allocation. In a push to integrate education with the state's travel sector, the government plans to promote Academic Tourism.

Furthermore, the Kerala School of Planning, Architecture and Design will be set up under a Public-Private Partnership (PPP) model with an initial layout of ₹2 crore.

Girls-friendly campuses and the Sidharthan App

Turning the focus toward student welfare and inclusive growth, the Chief Minister announced that eligible special schools across the state will be granted coveted Aided Status, bringing much-needed financial stability to these institutions.
Campuses across Kerala are set to become strictly girls-friendly, with the government guaranteeing the free availability of sanitary napkins to all female students.

In a historic legislative move aimed at eliminating campus violence, the government will introduce a strict anti-ragging app named the Sidharthan App, in memory of the Pookode Veterinary Science college student who was tragically found dead in his hostel following alleged brutal ragging. Alongside this legislation, robust campus monitoring mechanisms will be rolled out to eliminate the menace of ragging entirely.

To further diversify student culture, the Semester in Kerala project will be strengthened to attract international exchange students to experience the state's academic ecosystem.
