'Paper mafia, exam leak gangs will not be spared': PM Modi welcomes tough new anti-leak law

New Delhi: Prime Minister Narendra Modi on Thursday issued a stern warning to the "paper mafia" and exam leak gangs, saying those playing with the future of the nation's children "will not be spared" as Parliament passed a new law aimed at tightening action against paper leaks.

In a video shared on Instagram, his fourth post in less than a week on examination reforms, the Prime Minister described the passage of the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026 as a major step towards building a more trustworthy examination system.

"Paper mafia, paper leak gangs and those playing with the future of the nation's children will not be spared. Strict laws are necessary to deal with them," PM Modi said in Hindi.

He said the issue of paper leaks has persisted for decades, affecting both the Centre and states and putting the future of students at risk. Calling education reform a necessity, the Prime Minister said the government is working to strengthen the examination system through wider use of technology and stronger legal measures.

PM Modi also highlighted the steps taken by the Centre to curb examination malpractices, including the formation of a task force, consultations with state governments and the setting up of fast-track courts to ensure quicker disposal of paper leak cases.

The Prime Minister's remarks came after Parliament passed the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026. The legislation was approved by the Lok Sabha on Wednesday before receiving clearance from the Rajya Sabha on Thursday.

The Bill proposes stricter punishment for those involved in paper leaks and provides for the establishment of fast-track courts to speed up the trial of such offences.

Referring to his earlier promise to introduce tougher legislation, PM Modi said the Bill was discussed extensively in both Houses of Parliament before being passed.

"A significant milestone has been achieved towards building a trustworthy examination system. This work will continue. We will not allow such conditions to persist for long," he said, urging people to work together towards the vision of a Viksit Bharat.
