Karnataka bans social media for children under 16

Bengaluru: During the Karnataka Budget announcement, Chief Minister Siddaramaiah said the state government will ban social media use for children below the age of 16, according to media reports. The decision is aimed at reducing the harmful effects of excessive mobile phone use among young people.
The move comes amid growing concern among policymakers, educators and parents about children spending long hours on mobile devices and social media platforms.
Government concerned about rising mobile phone addiction
School Education and Literacy Minister Madhu Bangarappa earlier said the government was considering a policy to restrict social media use among minors.
He noted that the issue goes beyond Karnataka and reflects a broader national concern about children becoming increasingly dependent on smartphones and social media platforms.
Bangarappa also criticised the role of parents in enabling excessive mobile phone usage among children, saying many parents hand over phones to children even while feeding them or when they cry.
Final policy to follow consultations
The minister said the government plans to hold consultations with children, parents and experts before finalising the policy details. Authorities are expected to examine how such a restriction could be implemented and monitored.
The proposal is intended to strike a balance between the benefits of digital learning and the risks associated with uncontrolled social media exposure among minors.
‘Pustaka Hidi Mobile Bidi’ campaign announced
Alongside the policy discussion, the Karnataka government also plans to launch a campaign titled “Pustaka Hidi Mobile Bidi”, which translates to “Hold a book, leave the mobile”.
The campaign aims to encourage reading habits among people of all age groups and reduce excessive dependence on mobile phones. Officials say the initiative will promote books and learning as healthier alternatives to prolonged screen time.
The proposed ban marks one of the most significant attempts by an Indian state to regulate social media access for minors amid growing debates over digital wellbeing and online safety.
