Indian passport applicants in Dubai will now have to ensure their photographs meet International Civil Aviation Organisation (ICAO) standards, as per a new directive from India’s Ministry of External Affairs. The updated photo guidelines, mandatory from September 1, 2025, have been circulated to all embassies and consulates, including the Indian Consulate in Dubai.

Under the revised rules, passport photos must be colour, set against a plain white background, and sized at 630x810 pixels. The face should cover 80–85% of the frame, with a neutral expression and eyes open. Retouching, filters, or digital alterations will not be accepted.

Applicants must also ensure uniform, shadow-free lighting, with no glare or reflections. Eyeglasses are prohibited, while religious head coverings are permitted only if the face—from chin to forehead and edges—is clearly visible. Photos that fail to meet the ICAO requirements will be rejected, potentially delaying passport processing.

Officials say the move aligns Indian passports with global biometric security standards, ensuring smoother identification at international borders.

The consulate has urged Dubai’s Indian community to carefully follow the photo specifications to avoid rejections or delays in issuance.
