India Post's new Speed Post rules kick in August 1: Eligible documents, parcel rules and rates
In a significant overhaul of its premium mail services, the Department of Posts has officially defined what qualifies as a "document" for Speed Post shipments while introducing new 24-hour and 48-hour guaranteed delivery services that will take effect from August 1. The move is aimed at bringing greater clarity to postal classifications and expanding time-bound delivery options for customers.
For the first time, India Post has specified which items can be treated as documents and therefore qualify for lower document-category postage instead of parcel rates. The notification also introduces tariff structures for the newly branded 24 Speed Post and 48 Speed Post services for both retail and contractual bulk customers.
What qualifies as a document?
Under the new rules, a document includes letters and printed or complimentary items that have no resale value. Several commonly mailed banking and government-issued documents have also been brought under this category.
Eligible banking, financial services and insurance (BFSI) items include:
- Welcome kits
- Passbooks
- Cheque books
- Bank statements
- Debit cards
- Credit cards
- Plastic cards
- Official letters
Government-issued documents covered under the document category include:
- PAN Card
- Aadhaar Card
- Passport
- Driving Licence
- Electoral Photo Identity Card (EPIC)
The notification also includes Rakhi envelopes, greeting cards and similar packages weighing up to 500 grams, provided they do not contain merchandise or commercial goods.
What will be treated as a parcel?
The Department of Posts has clarified that any item not falling within the notified document category will automatically be classified as a parcel. This means commercial goods, merchandise and other non-document shipments will continue to attract parcel rates.
New 24 Speed Post and 48 Speed Post services
India Post has also notified charges for two time-bound delivery options:
24 Speed Post, which promises delivery within 24 hours.
48 Speed Post, which promises delivery within 48 hours.
Initially, these premium services will be available in six metropolitan cities:
- Delhi
- Mumbai
- Chennai
- Kolkata
- Bengaluru
- Hyderabad
Speed Post charges
For retail customers, the department has not revised existing service charges but has formally notified rates for the new service categories.
For 24 Speed Post, retail tariffs range from ₹38 to ₹186, depending on the shipment's weight and destination.
A document weighing up to 50 grams will cost:
- ₹38 for local delivery
- ₹94 for delivery anywhere in India
These prices are exclusive of GST.
For heavier document consignments:
- 51–250 grams: ₹118–₹154
- 251–500 grams: ₹140–₹186
The 48 Speed Post service for retail customers will cost between ₹61 and ₹121, depending on weight and destination.
Rates for bulk customers
India Post has also introduced separate pricing for contractual bulk customers.
Under the notified rates:
- 24 Speed Post: ₹38–₹100 per article
- 48 Speed Post: ₹48–₹72 per article
The department said the newly notified tariffs and classifications will come into effect from August 1, giving customers a clearer distinction between document and parcel shipments while offering faster delivery choices in select cities.
