‘Stable’ live-in couples counted as married under Census 2027 rules: Here’s what it means

As part of the Census 2027 guidelines, the government has clarified that live-in couples may be treated as married if they consider their relationship a “stable union.” The clarification appears in the Frequently Asked Questions (FAQ) section of the census self-enumeration portal.

The response addresses how such relationships should be recorded during both self-enumeration and enumerator visits, indicating that the classification depends on how the respondents define their relationship.

How relationships will be recorded in census data

Officials have indicated that census data is primarily based on self-declaration. Respondents are expected to provide information “to the best of their knowledge and belief,” without the need for documentary proof.

If individuals living together identify their relationship as stable, enumerators are instructed to record them as a married couple. This approach aligns with the broader census methodology, where household details are captured based on respondent declarations.

Self-enumeration process and participation

The Census 2027 will include a self-enumeration facility, allowing households to fill in their details online before the enumerator’s visit. This process is expected to be available in multiple languages and will require OTP-based verification.

The head of the household, or any responsible adult member, can complete the form, which includes details about household members, housing conditions, and amenities. Once submitted, an ID is generated for verification during the enumerator’s visit.

Census structure and timeline

The Census 2027 will be conducted in two phases. The first phase involves houselisting and housing census, which includes collecting information about households, living conditions, and amenities. This phase will be carried out over a 30-day period between April and September 2026, depending on state or Union territory schedules.

The second phase will involve population enumeration, where detailed demographic data will be collected.

Significance of the clarification

The inclusion of live-in couples under the category of married couples, based on self-perception of a stable union, reflects an effort to capture evolving household structures in India. It also highlights the census’s reliance on respondent-defined classifications rather than strict legal definitions in certain cases.
