Who is Dr Ashma Begum? The bizarre deception of a ‘fake diplomat’ from Guwahati to Lutyens' Delhi

A 48-year-old woman from Assam is in custody after allegedly spending months infiltrating New Delhi’s most secure diplomatic circles by posing as a foreign diplomat, Delhi Police said Saturday.

The arrest of Dr Ashma Begum has sparked a high-level security probe, coming just days before India's 77th Republic Day celebrations, a period when the capital is under maximum surveillance.

Who is Ashma Begum?

To the neighbours in the affluent Vasant Vihar neighbourhood of Lutyens' Delhi, Begum appeared to be a legitimate member of the diplomatic corps. She reportedly lived in a rented house she claimed to own and was frequently seen parking her vehicle, a Toyota Innova fitted with blue diplomatic plates, inside various embassy premises.

However, police records paint a different picture. A resident of Guwahati, Begum claims to be a graduate with a diverse, if verifiable, professional portfolio. She has identified herself as the All-India Secretary of the Republican Party of India (RPI), a political group led by Union Minister Ramdas Athawale. Additionally, she has claimed ties to various national sports bodies and previously described herself as a consultant for a foreign embassy.

The Deception

According to investigators from the Crime Branch’s Anti-Extortion and Kidnapping Cell (AEKC), Begum’s charade relied on a mix of forged hardware and social engineering.

  • The Vehicle: Police say Begum purchased an SUV from a foreign embassy in November 2024 but failed to transfer the registration. When the embassy filed a complaint with the Chanakyapuri police, she allegedly began using forged diplomatic plates to bypass security checkpoints.
  • Social Infiltration: Investigators allege she frequently attended embassy-hosted social gatherings, introducing herself as a diplomat to build credibility among real foreign officials and high-ranking residents.
  • Current Activities: At the time of her arrest, she was reportedly working as a consultant for international students, specifically helping African nationals secure admissions to a university in Meghalaya.

The Takedown

Acting on a tip-off, police intercepted Begum in Vasant Vihar on Jan. 15. Inside the vehicle, officers recovered three additional sets of counterfeit embassy number plates and sale documents for the car.

When questioned, Begum was unable to produce any valid diplomatic credentials or even name the specific embassy she claimed to represent.

Legal Fallout

Begum has been charged under multiple sections of the Bharatiya Nyaya Sanhita (BNS), 2023, for forgery and impersonation. A court has remanded her to six days of police custody.

Investigators are currently examining her mobile phone and digital data to determine the full duration of her impersonation and whether she had accomplices within the diplomatic enclaves she frequented.
