Chief Minister and Finance Minister  V.D. Satheesan began presenting the UDF government's first budget in the Legislative Assembly. The budget focuses on turning the UDF’s declared policy into reality by advancing infrastructure development and welfare initiatives together.

A major highlight of the budget was the announcement of a comprehensive maritime policy aimed at strengthening Kerala’s position in maritime tourism, trade and logistics. The government stated that the policy will support efforts to transform Kerala into an international maritime economy and establish the state as a major maritime logistics hub.

The budget proposed expanding port infrastructure beyond Vizhinjam, with renewed focus on developing Beypore and Azhikkal ports to improve shipping capacity and regional connectivity. Strengthening coastal trade networks, logistics systems and shipping links across Kerala also forms a key part of the government’s strategy.

In another major proposal, the government announced plans to develop the Southern Kerala Economic Corridor to accelerate economic activity, attract investments and create new growth opportunities.
