Big blow for Indians planning to move to Germany! Major visa rule change announced

Germany has announced it will abolish the informal visa appeal process, known as the remonstration procedure, from July 1, 2025.
The procedure, which allowed rejected Schengen and national visa applicants to challenge the decision through a cost-free and informal method without approaching courts, is now being phased out globally. The decision is expected to affect Indian nationals, who represent one of the largest applicant groups for German visas.
As of 2024, over 260,000 Indians were residing in Germany, with more than 40,000 first-time residence permits granted to Indian citizens in 2023. Indians were among the top five nationalities receiving such permits. Meanwhile, Indian tourism in Germany has seen an 8.6% increase this year, with 8,97,841 overnight stays recorded — up from 8,26,703 the previous year.
The German Missions in India confirmed the development in an official statement: “The Federal Foreign Office has decided to abolish the remonstration procedure for visa rejections worldwide from 1 July 2025.
This eliminates a legal remedy in the visa application procedure that is not statutorily prescribed and which up to now has been granted voluntarily.”
According to the embassy, the decision follows a pilot project launched in several German visa sections on June 1, 2023, where remonstration procedures were suspended for both Schengen and national visa applications.
“Evaluation of the pilot project has shown that dispensing with the remonstration procedure has released considerable staff capacity in visa sections in some cases, freeing up staff to process more visa applications. As a result, it has been possible to process both more national and more Schengen visa applications and to reduce waiting times compared to the same period in the previous year,” the statement added.
Officials say the move will ultimately benefit applicants by accelerating application processing and reducing wait times.
“Adequate legal protection will also be guaranteed in the future, for judicial review under law will not be limited by the abolition of the remonstration procedure. Furthermore, it goes without saying that all applicants have the option of submitting a new visa application at any time in the case of a rejection.”
