Understanding 'SARAL SIMS': A simplified registration system for steel traders

New Delhi: The Ministry of Steel on Thursday announced the launch of a new ‘SARAL SIMS’ system aimed at making registration easier for small importers and those handling export-linked steel consignments.

The initiative is designed to simplify compulsory registration under the Steel Import Monitoring System (SIMS) for small-volume imports of iron and steel by MSMEs and other small importers, as well as imports made under Advance Authorisation, SEZ and EOU routes for export. The Ministry said in a statement that the new SARAL SIMS facility streamlines the process significantly.

Importers can now access the SARAL SIMS portal at https://sims.steel.gov.in/. To generate a SARAL SIMS registration, users need only declare the total intended import quantity. They will then receive a SARAL SIMS number, which allows them to bring in multiple steel consignments throughout the year without requiring a separate SIMS number for each shipment, the Ministry said.

The system may be used for small consignments of up to 10 MT per shipment, with an annual limit of 1,000 MT under the “SARAL SIMS for small import” category. For imports under Advance Authorisation, SEZ or EOU routes, there is no quantity limit under the “SARAL SIMS for export purposes” category.

Under the new rules taking effect on 21 November, importers must file annual returns detailing their actual imports under SARAL SIMS by 30 April of the following financial year. Imports against SARAL SIMS registrations issued in a financial year may be made until 30 April of the next year.

Importers exceeding the 1,000 MT annual cap under SARAL SIMS will be required to use the regular SIMS system for any further imports during that year. Once shifted to regular SIMS, they cannot return to SARAL SIMS for the remainder of that financial year, the Ministry noted.

For the ongoing 2025–26 financial year, the cap for small imports under SARAL SIMS is set at 500 MT until April 2026. The full 1,000 MT limit will apply from 2026–27 onwards.

The Ministry also said the regular SIMS registration process has been “significantly simplified” by reducing the required data fields from 56 to 20, improving ease of use for importers.

Additionally, the need for clarification or a no-objection certificate from the Ministry for Non-QCO steel grades is being scrapped. Importers will now be able to generate SIMS numbers directly from the portal for such grades without seeking approval, the statement added.
