Punarjani case: Vigilance recommends CBI probe into Kerala LoP Satheesan; CM-led cabinet to decide

The Kerala Vigilance and Anti-Corruption Bureau (VACB) has recommended a Central Bureau of Investigation (CBI) inquiry into Congress veteran and opposition leader V.D. Satheesan over alleged irregularities in the Punarjani scheme in his Paravur constituency. The move comes amid mounting political tensions as the state approaches assembly elections.
Opposition leaders have described the recommendation as politically motivated, citing recent setbacks faced by the LDF in local body elections. The final decision on acting upon the VACB report rests with the state cabinet, chaired by Chief Minister Pinarayi Vijayan.
Alleged foreign fund collection under scrutiny
The VACB report identifies irregularities in funds collected from abroad in the name of the Punarjani scheme. Satheesan reportedly travelled overseas after seeking central government approval for a private visit and received funds, which were later routed into Kerala accounts.
The report emphasises that the VACB’s investigative powers are limited, making the CBI the only agency capable of conducting a thorough probe under the Foreign Contribution (Regulation) Act, 2010, Section 3(2)(a).
Role of Manappattu Foundation and UK-based NGO
Investigators found that nearly Rs 20 lakh was collected through the Manappattu Foundation from the UK and deposited into the foundation’s accounts.
The report further notes that the transfer was routed via a UK-based NGO, with video evidence from events held in the UK submitted to support the investigation.
Legislative implications
Under Rule 41, Annexure II of the Kerala Legislative Assembly rules, the vigilance report recommends that the Speaker take action for legislative misconduct. Cabinet discussions are expected to consider the VACB recommendation alongside other pending matters.
