New rules to regularise unauthorised buildings; party offices to get 50 pc waiver

Thiruvananthapuram: With new rules coming into force, unauthorised buildings constructed before November 7, 2017 can be regularised by paying the compounding fees ranging between Rs 1000 and Rs 10,000. The notifications with stringent conditions are released only for constructions in Panchayats as of now.
As per the new rule, even if the building is only partially unauthorised, a fine should be paid for the whole construction. If the building is not at a stipulated distance from the road, then the regularisation fees will be calculated as per the fair value of the land.
Another significant point of the rule is that the constructions which are not at a stipulated distance of 3 metre from the notified roads can also be regularised. Earlier houses with 60 square-metre-area alone were exempted from paying the application fees for regularisation, and now, this exemption is extended till 100 square metres.
The disparity in the application fees in Municipalities and Panchayats has also been regularised. Apart from that, the application fees for regularisation have also been reduced for houses and other constructions. Similar notifications for the Corporations will be announced soon. The new rules will be implemented only after this.
In case of any complaints on the district-level regularisation committee decisions, one can approach the state committee for regularisation or the government.
There will not be any compounding fee for the unauthorised constructions of government buildings or institutions. Aided schools, charitable institutions and libraries will have to pay just 25 percent of the compounding fees. Authorised pain and palliative clinics, institutions for differently abled, buds schools, rehabilitation centres, old age homes, orphanages, creches, day care institutions and shrines besides offices of political parties with local self government representation are given 50 percent waiver in paying the application fees for regularisation.
