MK Muneer appointed Kerala Administrative Reforms Commission chairman with Cabinet rank

The Kerala Cabinet on Wednesday formally announced the appointment of senior Indian Union Muslim League (IUML) leader Dr M.K. Muneer as Chairman of the State Administrative Reforms Commission, a post carrying full Cabinet rank.

The appointment follows days of reported negotiations among UDF alliance partners over the distribution of key administrative positions.

The decision is understood to be linked to a political understanding reached with Dr M.K. Muneer when he decided not to contest the recent Assembly elections.

During the initial discussions on Cabinet formation, the IUML had reportedly agreed to drop its demand for a sixth ministerial berth in return for a position carrying Cabinet rank.

The arrangement, however, came under pressure in recent weeks, with sections of the Congress seeking to retain the key administrative post for senior leaders from its own ranks who were not elected to the Assembly.

Congress increased its Assembly strength to 63 seats, prompting demands within the party that major administrative positions should remain with the principal constituent of the UDF.

Senior Congress leaders, including M.M. Hassan, K.C. Joseph and P.J. Kurien, were reportedly considered for the post.

Satheesan faced alliance and party demands

The competing claims put Chief Minister V.D. Satheesan in a position where he had to balance the reported understanding with the IUML against demands from within his own party.

Kerala Congress (Joseph) chairman P.J. Joseph had also briefly sought the position before agreeing to an alternative arrangement, according to the account of the negotiations.

Preliminary discussions between Satheesan and IUML leaders subsequently appear to have paved the way for Muneer's appointment.

What the commission does

As Chairman of the State Administrative Reforms Commission, Muneer will head a body responsible for examining the functioning of the state administration and recommending changes to rules and procedures.

The commission also deals with measures aimed at strengthening decentralisation and improving the administrative system.

The position had remained vacant since 2021, after veteran Communist Party of India (Marxist) leader V.S. Achuthanandan resigned as chairman citing ill health.

It remained unfilled during the subsequent second LDF government led by Chief Minister Pinarayi Vijayan.

Cabinet appoints Delhi representative

The Cabinet also took another political appointment-related decision on Wednesday, naming Forward Bloc national general secretary G. Devarajan as Kerala's Special Representative in New Delhi.

The appointment places Devarajan in the role of representing the Kerala government's interests in the national capital.
