Welfare pension fraud: Kerala CM, FM outline reforms and strict action

Thiruvananthapuram: Kerala Chief Minister Pinarayi Vijayan and Finance Minister K. N. Balagopal have both reiterated the state's commitment to investigating reports of welfare pension fraud, with stringent action promised against those found guilty. The investigation is already underway, with some reports forwarded to relevant departments for further action.

In a special meeting convened to address the issue, Chief Minister Vijayan announced that strict disciplinary action would be taken against government employees found guilty of illegally availing welfare pensions. He added that the amount fraudulently received would be recovered with interest. Furthermore, officials who facilitated such irregularities would also face action, and non-government employees illegally claiming pensions would not be spared.

The Chief Minister stressed the need for reforms, including annual mustering to verify eligibility, the introduction of facial authentication systems, mandatory income certificates, and Aadhaar seeding. He pointed out that claiming benefits after joining government service is not a mere oversight but a serious lapse.

Instructions were also given to local self-government institutions to evaluate the eligibility of welfare pension beneficiaries, while the Finance Department continues its investigations into the matter.

The meeting was attended by Finance Minister K. N. Balagopal, Chief Secretary Sarada Muraleedharan, Additional Chief Secretary of Finance Dr. A. Jayathilak, Chief Principal Secretary to the Chief Minister K. M. Abraham, Principal Director of Local Self-Government Department V. Sambasiva Rao, and IKM Executive Director Dr. Santosh Babu.

Minister Balagopal said that the government’s primary goal is to ensure no one takes advantage of the system unfairly. He assured the public that the Finance Department has instructed the concerned authorities to take necessary steps, and the first phase of the investigation is already in progress.

Proper handling of welfare pension

The minister reiterated that the Finance Department is fulfilling its duties and will take strict action if any forged documents or fraudulent activities are found. He said that the annual verification process, also known as mustering, is being conducted to ensure that only deserving individuals receive pension.

The welfare pension scheme provides financial relief to thousands of people across the state, offering Rs 1,600 per month to those facing economic hardships. However, recent reports have uncovered that some government employees, including gazetted officials and college teachers, have been illegally receiving these funds.

According to findings from an investigation conducted by the Information Kerala Mission, 1,458 government employees have been fraudulently collecting the welfare pension. The fraud was uncovered under the direct supervision of the Finance Department.
