District collector alone cannot resolve waterlogging issue in Kochi: HC

Kochi: The Kerala High Court emphasised on Friday that resolving the issue of waterlogging in the city requires collective action beyond the district collector's efforts alone.
The bench of Justice Devan Ramachandran directed the state government and local authorities to take immediate action to address the issue.
The court's intervention comes in the wake of increasing concerns from residents and commuters regarding the recurring waterlogging, particularly during the monsoon season, in the city. Justice Devan Ramachandran emphasised the necessity for concerted efforts to resolve the issue, especially as the monsoon season approaches.
The court has also given explicit directions to a committee consisting of experts, including the district collector, to ensure thorough cleaning of the culverts that are causing waterlogging.
Additionally, the committee received directives from the court to implement measures for flood prevention, clearance of accumulated waste within the city, and the establishment of a system to facilitate the natural flow of water in the Mullassery Canal.
The High Court's directive was followed by a visit from a team led by District Collector N S K Umesh, who assessed the situation in waterlogged areas.
The arrival of the monsoon season has led to waterlogging in different areas of Kochi, such as Edappally, Kalamassery, and Aluva, impacting streets, residences, and various locations.
