SIR in Bengal: What to do if your name is missing from the 2002 electoral roll?

The Special Intensive Revision (SIR) process is currently underway in West Bengal, with the online SIR forms—meant for voters residing outside the state—now live. 

This year’s revision is being carried out by matching voter details with electoral rolls from 2002, 2003, or 2004, depending on when the last SIR was held in each state.

For West Bengal, the previous SIR exercise dates back to 2002, making the SIR 2002 roll the key reference point for all voters.

How to check if your name is in the SIR 2002 electoral roll?

  • To verify whether your name appears in the 2002 roll, you must search using your own name or that of your parents or grandparents. Here’s how: Visit the official CEO West Bengal website: ceowestbengal.wb.gov.in
  • Close the pop-up and click on "Electoral Roll of SIR 2002"
  • Select Electoral Roll of SIR 2002
  • Choose your district from the list of 21 districts available
  • Select your Assembly Constituency
  • From the constituency page, click on the relevant polling station
  • Select “Final Roll” and enter the captcha
  • A PDF will open; the list of electors appears from page two under “Nirvachak Talika (Electoral Roll 2002),” which includes details such as serial number, house number, name, and photo ID number.

If your name is not on the 2002 list

According to the Election Commission of India (ECI), only the online SIR 2002 roll is being used for the ongoing revision in West Bengal.

If your name is missing, you must link your application to your parents' or grandparents’ names as they appear in the 2002 roll.

If their names are also missing

If neither your name nor that of your parents or grandparents appears in the 2002 list, you will have to appear before the Electoral Registration Officer (ERO) for a hearing. You must present one of 12 approved documents, which include:

  • Government-issued ID cards or pension documents
  • Certificates issued by banks, PSUs or local authorities
  • Birth certificate
  • Passport
  • Matriculation or educational certificates
  • Permanent resident certificate
  • Forest Rights certificate
  • Caste certificates (OBC/SC/ST)
  • NRC (where applicable)
  • Family register
  • Government land/house allotment certificate
  • Aadhaar (as per ECI instructions dated 9.09.2025)
  • Name missing online but present in the offline roll?

Though not officially clarified yet, a Times of India report notes that several voters in areas like Rajarhat and Gopalpur found their names missing from the online 2002 roll but present in the hard copy available at the District Magistrate’s office.

An ECI official told TOI that such voters can fill the SIR forms, using the details from the hard copy of the roll.
