New Delhi: Russia is expected to play a pivotal role in India's ambitious Sudarshan Chakra air defence system, unveiled by Prime Minister Narendra Modi during his Independence Day address. The announcement was made by Roman Babushkin, Russian Charge d'Affaires in India, who emphasised Moscow’s long-standing role as a trusted defence partner.

Inspired by the mythological weapon of Lord Krishna, the Sudarshan Chakra system is intended to neutralise enemy threats and deliver precise offensive strikes, representing a bold leap toward military self-reliance.

What is mission Sudarshan Chakra?

The “Sudarshan Chakra” project is envisioned as a multi-layered national security architecture that will provide complete protection to strategic and civilian infrastructure, including military bases, hospitals, railways, religious sites and more, by 2035.

“It should be our goal that by 2035, all critical areas in the country are covered by a comprehensive security shield,” Modi declared, calling for full indigenisation in research, development, and production of the system.

Russia has pledged to stand firmly with India against any punitive measures taken by the United States over New Delhi’s continued procurement of Russian crude oil. Roman Babushkin, the Russian Charge d'Affaires in India, said on Wednesday that Moscow has a “special mechanism” in place to help India confront such challenges.

What sparked the latest strain between India and the US?

Tensions between New Delhi and Washington have escalated following US President Donald Trump’s decision to double tariffs on Indian goods to 50%. This includes an additional 25% levy directly linked to India’s continued purchase of Russian crude oil.

Despite repeated US warnings, India has defended its energy trade with Russia, emphasising that procurement decisions are based on national interests and market dynamics.

How is Russia responding to the US pressure on India?

Describing the American sanctions and pressure as “unjustified,” Babushkin reiterated Russia’s commitment to India's energy security.

"It is a challenging situation for India. We are enjoying trust in our partnership with India and we are committed to address challenges that may come in the energy ties between the two countries," he said.

How crucial is Russian crude oil to India?

India significantly ramped up its purchases of Russian oil after Western nations imposed sanctions on Moscow following its 2022 invasion of Ukraine.

From a mere 1.7% share in India’s total oil imports in 2019–20, Russian oil now accounts for 35.1% of all crude imported in 2024–25, making Russia India’s largest oil supplier.

"The sanctions are hitting those who are imposing them. We are confident that India-Russia energy cooperation will continue notwithstanding the external pressure," Babushkin said.

Although India is facing direct tariffs from the US over energy ties with Russia, Babushkin pointed out the inconsistency in American policy. He noted that China, the largest global buyer of Russian oil, has not faced similar punitive measures.

Babushkin projected an upswing in bilateral ties, including defence collaboration. He revealed that Russia is expected to be part of India’s newly unveiled Sudarshan Chakra air defence system, introduced by Prime Minister Narendra Modi on Independence Day.

"We proceed from the understanding that when it comes to the advancement of these systems, Russian equipment will be part of it," he said.

He also highlighted the critical role played by the Russian-supplied S-400 air defence systems during recent hostilities between India and Pakistan from May 7 to 10.

Babushkin extended support by suggesting that Indian exports affected by American tariffs could find alternative markets in Russia.
