Parliamentary Winter Session Day 11: Centre to discuss grants, Appropriation Bill in Lok Sabha today

The Lok Sabha is scheduled to take up obituary references, key committee reports, ministerial statements, and major financial business, including the Supplementary Demands for Grants for 2025–26 and the Appropriation (No. 4) Bill, 2025, when it meets at 11 am on Monday, according to the official List of Business.

The House will begin proceedings with obituary references in memory of former Members of Parliament Subhash Ahuja (Sixth Lok Sabha), Prof. Salahuddin (Eighth Lok Sabha), and Bal Krishna Chauhan (Thirteenth Lok Sabha). This will be followed by Question Hour, with questions listed separately for oral replies by ministers.

Under the segment ‘Papers to be Laid on the Table’, several Union Ministers will table official documents pertaining to their respective ministries. Ministers scheduled to do so include Gajendra Singh Shekhawat (Culture), Jayant Chaudhary (Skill Development and Entrepreneurship; Education), Pankaj Chaudhary (Finance), Shobha Karandlaje (Labour and Employment), Kirti Vardhan Singh (Environment, Forest and Climate Change), Suresh Gopi (Tourism), Sukanta Majumdar (Education), and Harsh Malhotra (Corporate Affairs).

The House will also witness the presentation of reports of the Public Accounts Committee (PAC) for 2025–26. KC Venugopal and Magunta Sreenivasulu Reddy will present the Thirty-fourth Report on the ‘Irregular grant of incentives and allowances’ and the Thirty-fifth Report on action taken by the government on recommendations related to the National Social Assistance Programme. Both reports will be presented in Hindi and English.

Under committee-related business, Kanimozhi Karunanidhi and Malvika Devi will lay the Final Action Taken Statement of the Standing Committee on Consumer Affairs, Food, and Public Distribution.

During the Statements by Ministers segment, Pankaj Chaudhary will make statements on the implementation status of recommendations of various Standing Committees on Finance, including those related to Demands for Grants, cyber security and white-collar crimes. Suresh Gopi will also make a statement on the status of recommendations of the Standing Committee on Transport, Tourism and Culture.

The agenda further includes Matters under Rule 377, followed by discussion and voting on the Supplementary Demands for Grants (First Batch) for 2025–26 and related cut motions.

Subject to the passage of the Supplementary Demands, Union Finance Minister Nirmala Sitharaman will move for leave to introduce and pass the Appropriation (No. 4) Bill, 2025, authorising withdrawal of additional funds from the Consolidated Fund of India for the financial year 2025–26.
