1984 riots case: Court grants Jagdish Tytler NOC for passport renewal

New Delhi: A Delhi court has granted Congress leader Jagdish Tytler a No Objection Certificate (NOC) for the renewal of his passport, while directing that he must obtain prior court permission before travelling abroad.
Tytler, who is facing trial in a case linked to the 1984 anti-Sikh riots, had sought the NOC for the re-issuance of his passport for a period of 10 years.
Special Judge Jitendra Singh allowed the application on Saturday, observing that Tytler had consistently appeared before the court throughout the trial proceedings and had not violated any conditions imposed upon him.
The court rejected concerns raised by the Central Bureau of Investigation (CBI) that Tytler might abscond or evade the legal process if the request was granted.
"The applicant has been regularly appearing before the court during the course of trial and there is nothing on record to show any violation of the conditions imposed upon him," the judge noted.
Allowing the plea, the court issued a No Objection Certificate for the issuance of a new passport valid for 10 years, subject to compliance with applicable passport rules and regulations.
However, the court made it clear that the order does not automatically entitle Tytler to a passport and should not be construed as a direction to passport authorities to issue one.
The judge further directed Tytler to deposit the renewed passport before the court within one week of its issuance.
The order also stipulated that Tytler cannot travel outside India without first obtaining the court's permission.
The application seeking the NOC was filed by Tytler on 1 June 2026.
