8th Assam Pay Commission set up; Pay hike process begins, check exempted posts

Guwahati: The Assam government has officially constituted the 8th Assam Pay Commission, 2026, to undertake a comprehensive review and revision of the salary structure of state government employees, according to an order issued by the Finance Department.
The commission will be chaired by former Additional Chief Secretary Subhash Chandra Das and will include seven other members. The panel has been tasked with submitting its report within 18 months.
The previous salary revision for Assam government employees came into effect on April 1, 2016, based on the recommendations of the 7th Assam Pay and Productivity Pay Commission. The new commission aims to update pay structures in line with current economic conditions.
According to the notification, the government is committed to maintaining fiscal sustainability, improving service delivery, and enhancing administrative efficiency. The pay revision process will be aligned with broader reforms, including: Human resource management, technology adoption, outcome-based governance and rationalisation of manpower.
The commission will recommend changes in pay, allowances, and service conditions, ensuring the structure is equitable, performance-oriented, and financially sustainable.
Who is excluded?
- The panel will not review the pay structure of:
- Officers of the All India Services
- Posts drawing salary under UGC, AICTE, or technical pay scales in educational institutions
- Judicial service officers covered under the Shetty Commission and the Second National Judicial Pay Commission
Review of pension and dearness relief
The commission will also examine the status of state government pensioners and family pensioners, especially in relation to the Consumer Price Index (CPI). It will recommend appropriate mechanisms for:
- Dearness relief
- Pension revision
- Related benefits
All recommendations will be made keeping in view long-term financial stability.
The formation of the 8th Pay Commission is expected to have significant implications for thousands of Assam government employees and pensioners across the state.
